3 Questions What was the great debate about ratification? Why did the framers create a separation of powers? What is the goal of the checks and balances system? How is the system of federalism different than a confederacy?

4 The Great Debate The Federalist ArgumentThe Anti-Federalist Argument Wanted a strong central government to provide order and protect the rights of the people. Wanted a weak national government that could not threaten the rights of the people. Claimed that a Bill of Rights was not necessary because government power was limited enough. Wanted to add a Bill of Rights to protect the people against an abuse of power.

5 Separation of Powers Separation of powers is the creation of three separate but equal branches of government. Legislative- Congress that makes laws. Executive- President that enforces laws. Judicial Supreme Court that interprets laws.
