5 Budgets and plans CLIC budget at CERN for 2013 in agreement with the MTP 2012 – Comment in text concerning pressure on personnel (referring to LHC incl. upgrades and LS1) MTP 2013 text submitted aligning with European Strategy statements, for example as overall goal: – Design-studies of an e+/e- multi-TeV high-energy frontier linear collider based on a novel two-beam accelerator scheme, with the goal of being able to propose CLIC as an option for a post-LHC accelerator project at CERN at the time of next European Strategy update. The main feasibility issues, cost and project timelines for CLIC have been developed, demonstrated and documented in a comprehensive Conceptual Design Report (CDR) completed in 2012. The work is now fully focused on developing a Project Implementation Plan by 2016-17, when physics results from LHC running at full energy are available to guide the way for the future. The work-programme, technical R&D and design studies, are carried out by a collaboration of 48 institutes providing the overall (M&P) resources for the activities. A central element of the programme is further integrated system tests, among them the measurements carried out in the CLIC test facility (CTF3) at CERN and operated by the collaboration. The CLIC accelerator studies are closely connected with associated physics and detector studies for such a machine, using LHC physics guidance maximally for design optimization of the accelerator and detectors. 5

During the last 4-5 years there has been a concerted effort to prepare a Conceptual Design Report, to be ready when LHC data-taking was expected to be well underway (part of the European Strategy as formulated in 2006) Focus has been on addressing all key critical issues for the concept, as well developing a coherent implementation model, and associated detector and physics studies to illustrate the physics performance The CLIC concept have been developed over many years.
