4 PREPARATION OF THE ELECTRONIC VOTING MACHINE The following materials are to be arranged before the preparation of EVMs List of Materials EVMs New Batteries Ballot Labels (GP, BP and DP) EVM Issue register in Form 16

5 Distinguishing Mark Seals Address Tags for BU (4 Nos. per BU) Address Tags for CU (3 Nos. Per CU) Twain (Thread) R.O Seal (Metal) Cardboard piece Sealing Wax Candle Sticks Match Box

6 Each EVMs has to be prepared at the Returning Officer Level as follows:  Arrange all the Control Units (CU) and Ballot Units (BU) required for the Polling Station  Take out the BU from the Carrying Case  Place the BU’s in face down position (1Control Unit with the required number of Ballot Unit is construed as pairing and the EVM number shall be the serial number noted in Annexure - 16

7  Paste the sticker (Annexure – 18) on the back side of CUs and BUs and write the serial number  Check whether DMM is present  Note down the serial number of the BU in the issue register (Annexure - 16)  Note down the machine serial number on the four (4) address tags for each BU. The four (4) tags will be required at the time of the Returning Officers (RO) sealing, which are to be placed as follows:

8 A tag for sealing after inserting ballot label under the Ballot label Screen A tag for sealing the BU’s at the right top side after closing A tag for sealing the BU’s at the right bottom side after closing A tag on the carrying case after placing the BU (This may not be sealed but only tied to one corner hole of the carrying case using a thread)

9  Affix the Distinguishing Mark seal on all the address tags.  Place the address tags for each polling station near the corresponding BU.  Place the BU in face up position on the table.  Open the top cover of the BU.  The sequence of arrangement of Labels in the Ballot Units would be Grama Panchayat, Block Panchayat & District Panchayat. The Colour of Grama Panchayat label (ballot Paper) is White, Block Panchayat is Pink and District Panchayat is Sky Blue.

10  Set the slide switch at the appropriate position ie 1 for 1 st BU, 2 for 2 nd BU, 3 for 3 rd BU and 4 for 4 th BU as the case may be, according to the number of such BU which may be used depending upon the number of candidates and the sequence in which they are to be used  Open the transparent acrylic Ballot Label Screen  Set the slide switch at the appropriate position ie 1 for 1 st BU, 2 for 2 nd BU, 3 for 3 rd BU and 4 for 4 th BU as the case may be, according to the number of such BU which may be used depending upon the number of candidates and the sequence in which they are to be used  Open the transparent acrylic Ballot Label Screen

11  Place the Ballot Label (this is to be signed on the reverse by the RO) under the transparent acrylic cover and ensure that the band between the name of candidates on the ballot label is in a line with the groove between the candidate buttons on the BU  Close and press firm the Ballot Label screen to secure firmly underneath the screen. Make sure that the position of the Ballot Label is not changed while closing the acrylic cover  Place the Ballot Label (this is to be signed on the reverse by the RO) under the transparent acrylic cover and ensure that the band between the name of candidates on the ballot label is in a line with the groove between the candidate buttons on the BU  Close and press firm the Ballot Label screen to secure firmly underneath the screen. 12  Pass a thread of approximately one metre length through the two holes on the screen provided for the purpose inside the top cover of the Ballot Unit. Inter connect the BU with the CU  Each ballot Unit is attached with 5 metre cable. One end of the cable is attached with a connector hood. The red side of the connector hood should match with the red side of the socket. 16  Switch ON present in the rear compartment of the CU. The display panel shows – current date and time, Sl. No. of the machine and DMM etc and at the end, the battery status (The ready lamp of all Ballot Units will blink which confirms that the machines are connected properly.)  Press CAND. SET button. 17 CANDIDATE SETTING There are three posts in rural areas ie Grama Panchayat, Block Panchayat and District Panchayat. For Candidate Setting, the details of No. of posts, post identity, etc are to be entered first. Candidate button keys in the 1 st BU are to be used for this purpose.

22  Switch OFF the CU (IMPORTANT)  In a Ballot Unit there are 16 candidate buttons. Mask all the unassigned buttons including the “END” button, but the END button in the last ballot unit of the series should not be masked (covered)  Close the BU's top cover  Tie address tags at the right top and right bottom corners of the BU

23  Paste and seal the knots. The Pink Seal is fixed around the lower end of the BU. The serial number of BU should be entered in the issue register  Disconnect the BU from the CU and close the rear cover of the CU. (for disconnecting the BU, press and hold the latches of the cable connected hood simultaneously and pull back the socket)  Arrange the interconnecting cable of the BU in the proper fold with the rubber band

24  Place the BU inside the plastic cover and place it in its carrying case.  Close and seal the Candidate Set Section of the CU with an Address Tag.  Close the door of the Cand Set button compartment and seal it by passing a thread through the two holes provided in between the compartment and battery.  Place the CU inside the plastic cover and place it in its carrying case.

25  Tie the respective address tags on the carrying cases with threads NOTE PUT A CARDBOARD WHILE SEALING WITH THE LAC.(Wax). SO AS TO AVOID SPILLING OF MOULTEN WAX ON THE MACHINE PUT CELOTAPE FOR FIXING THE ADDRESS TAGS PROPERLY
