2 Forms of transnational cooperation under ESF Transnational cooperation under Article 10 Macroregional Strategies Both are instruments promoting the effectiveness of policies supported through the ESI Funds

3 Key elements of transnational cooperation under Art. 10 ESF Involvement of partners from at least two Member States Partnership between member States and relevant stakeholders Transnational and /or two-ways mobility schemes Programming of transnational activities at the level of OPs

4 Macro Regional Strategies under Article 2 CPR Integrated framework,supported by ESIF and other sources, which addresses common challenges faced by a defined geographical area relating to MS and third countries located in the same geographical area, and thus benefits from strengthened cooperation for achieving economic, social and territorial cohesion ESF can be involved in MRS by financing coordinated projects in the priority areas of the MRS that match the ESF TOs and programme strategies defined in the OPs

5 Main differences between TNC under Art.10 ESF and MRS TNCMRS OBJECTIVE Address common challenges within certain thematic area Address common challenges of defined region SCOPE Use of TNC in ESF IPs selected by MS under their OPs Cover areas beyond TOs of CPR PARTNERS Only from MSFrom MS and third countries FUNDING Only from ESFFrom ESIF and other sources

6 Synergies between TNC under art. 10 ESF and MRS TNC as a means to enhance eeffectiveness of priority areas of MRS : a MS participating in a MRS can use resources available for TNC under Art. 10 ESF to enhance implementation of MRS on the ground MRS as a means to enhance effectiveness of TNC under Art. 10 ESF: MAs focus TNC on specific regions/MS by creating synergies with MRS that cover common key labour market and social inclusion challenges that correspond to themes selected for TNC

7 Transnational mobility projects under ESF ESF may fund transnational mobility projects, programmed under IP 8vii(EURES) or under any other IP depending on their specific objective Transnational mobility schemes outside of Art.10 ESF are those involving one-way mobility Transnational mobility involving a two-ways mobility fall under Art. 10 ESF

8 Concluding Remarks Member States involved in transnational cooperation under article 10 ESF and in Macroregional Strategies are encouraged to exploit synergies between the two instruments with a view to promote the effectivenss of the ESF support to the thematic areas it covers in certain regions.
