2. BACKGROUND City Council approved Airport Area Master Plan in 2009

3. INTERLOCAL AGREEMENT Section 2 - Review of Development Plans – Joint development review and planning around the Airport Section 3 - Transportation Improvements – Improvements to be made at the entrance of the southern driveway to the Airport along with improvements to Belle Terre Boulevard and State Road 100 – Additional traffic analysis and coordination in the future for Belle Terre Boulevard and State Road 100

4. INTERLOCAL AGREEMENT Section 4 - Utility Services – City of Palm Coast will provide water and wastewater service without annexation – Resolution 2005-10: exception to City Code Section 49-53 to further intergovernmental cooperation and for economic development – Utility easements over the water and wastewater improvements along with payment of standard utility service charges/fees for customers outside City (25% surcharge) – Revisions to Ensure All Applicable Capacity Fees Paid Section 5 - City Park – Neighborhood park site (@3.5 acres) at the time the National Guard Readiness Center is constructed – Revisions to Transfer Park Site within 90 days of execution of agreement

5. INTERLOCAL AGREEMENT Section 6 – Stormwater – Development of the Airport property does not exceed the capacity of the City stormwater system and that necessary permits be obtained Section 7 - Fire/EMS – City and County should cooperate for Fire/EMS services in and around the Flagler County Airport – Prior to construction of a fire station on Belle Terre Boulevard south of State Road 100, the City and County will jointly study how to effectively and efficiently provide Fire /EMS services in that area

6. RECOMMENDATION In the spirit of intergovernmental cooperation and to further economic development, City staff recommend approval of the Interlocal Agreement.
