2 Main Channel Columbia River Channel is filled in to an unknown level with debris & sediment to mile 18 and maybe more. The Columbia River Jetty’s have subsided. Standing waves & currents are much greater than pre earthquake, the approach channel is rapidly degrading. ATON; All aids to navigation to Mile 21 have been swept off station; ATON from miles 21 -43 need verification. ATON Past mile 43 could be inaccurate & should be used with extreme caution. The Megler Bridge has collapsed across the channel, a vessels from Astoria Anchorage is now entangled at bridge site. It is blocking channel & another is on edge of channel. The Lewis & Clark Bridge is collapsed & in channel at river mile 66. Massive floating debris all along water way including numerous small recreational & commercial fishing vessels, floating homes & docks.

3 Waterfront Facilities All Astoria, Warrenton, Ilwaco & Cape Disappointment waterfront facilities are extremely damage to Tongue Point ( river mile 18) due to scouring, liquefaction, subsidence & debris impact. All USCG Coast Guard facilities are severally impacted; spare buoys at tongue point are missing. Additional Major waterfront facility damage all the up to the Wanna Mill; approximately River Mile 43. Grain facilities with complete to severe damage include: APG Terminal 2 Gray’s Harbor, Berth 9 Longview, Kalama Export, Kalama Cenex/United Harvest, Columbia Grain T-5, Vancouver Terminal 2, Container terminals in Portland and Vancouver have dock damage due to subsidence and container cranes show defections in main support structures. Engineering evaluation will be critical to beginning operations.

4 Supporting Infrastructure All petroleum storage tanks in PDX are compromised. Massive oil spill in Willamette River moving toward Columbia River. Olympic Pipeline is disrupted in 135 places & 5 of 9 pump stations significantly damaged. No estimate on repairs. Highway 101 a 100% loss due to bridges & slide areas. All roads to the coast sustain complete damage & unavailable for 3-6 months. PDX bridges lost except for Broadway, Steel & Morrison. I-5 bridges passable. I-5 from Eugene to Portland will sustain 90% damage.

5 Supporting Infrastructure (Continued) Railroad bridge crossing the Columbia River between Portland & Vancouver will be down and in the channel. Trains we have to be rerouted for months to over a year. 90% of Coastal Airports will be unavailable & damaged. They can accept rotor wing but probably will not have fuel.

6 River Traffic Inbound: 2 grain ships & one Articulated Tug & Barge Outbound: 1 grain ship Vsl’s At berths: (1 ) Port Westwood; (4) Port of Longview; (1) Port of Rainer; (1) Kalama Export; (2) Port of Vancouver; (3) Port of Portland Tug and barge movements: needs to be developed. Estimates for vessels arriving within 2-4 days: (day 2) - 2 arrivals ; (day 3) 1 arrival. By (day 4 but probably sooner) all remaining vessels will have diverted unless they have cargo designated specifically for the response effort & a way to offload.
