5 On top of all the criticisms in the Goodwin report ! DfT Report July 2004 s. 2.5.1; ‘ Limited surveys indicated that about 30% of footway works involved occupation of the carriageway …... and have been taken into account in estimating the extent of disruption ’ Traffic Disruption – A problem !

6 Total Utility works p.a (03/04) = 1,186,000 Average number in f/w = 80% 30% included in cost of disruption = 284,640 Deduct 4% for TS streets and 244,790 works were included in the £4.3B This equates to £860M ! Traffic Disruption – DfT Report 2004

8 Government 10 Year Transport Plan 2000 anticipated that all policies and projects would yield 6% reduction in the cost of congestion. Disruption - The irreducible minimum ? Permits Schemes: 10 % reduction of streetworks disruption cost = either £430M or £100M or ? Benefits

12 Align the Permit rules with the proposed s74 rules – remove Road Types 3 & 4 (excl TS) Result : 80 % + of the benefit with an 80% reduction in costs for everyone ! £500M p.a. saved by utilities, highway authorities and ultimately the paying public! Proposal
