Policy Mapping Develop policy baseline for Colombia and Peru for the national and regional scales (La Pedrera and Pucallpa). Policy baseline must include policies on: CC, water, health, development and environmental issues in general. Understand mid and long term vision of the national, regional and local governments (e.g. economic development v.s. conservation).

Participatory Impact Pathways Analysis (PIPA) is a practical planning, and monitoring and evaluation approach developed for use with complex projects in the water and food sectors. PIPA begins with a participatory workshop where stakeholders make explicit their assumptions about how their project will achieve an impact. Participants construct problem trees, carry out a visioning exercise and draw network maps to help them clarify their 'impact pathways'. Policy Strategies per country Based on the policy baseline and Impact Pathway, specific policy strategies will be developed. This will include: Target actors (e.g. community leaders–Caciques; Ministries, Governors, Environmental authorities, Majors, etc) Policy change (identify the most relevant opportunities for policy impact)

Levels of Policy Impact Define an approach for policy incidence that is framed within multi-level governance
