The American Council for Technology (ACT) is a membership-driven nonprofit government organization that leads the government IT community to improve government – ACT seeks more government members like you to join us! ACT facilitates and encourages education, communication and collaboration across all levels of government. In 1989, ACT created the Industry Advisory Council (IAC) to foster improved communications and understanding between government and industry. Today, ACT reaches as many as 50,000 government IT professionals and has over 450 member IT companies in its Industry Advisory Council. IAC works through several Shared Interest Groups (SIGs) and Working Groups (WGs). IAC Human Capital SIG Background: The mission of the Human Capital SIG is to bring industry and government executives together to exchange information, support professional development, improve communications and understanding, solve issues and build partnership and trust, thereby enhancing government's ability to serve the nation's citizenry. Our panel of distinguished Federal Chief Human Capital Officers will discuss how to transform expectations by redefining how individuals look at themselves and their roles. Panel members will address topics such as Recruiting and Staffing, Learning and Development as well as Employee Performance. Moderator: Elizabeth Kolmstetter, Chief Human Capital Officer, U.S. Agency for International Development (USAID) Elizabeth Kolmstetter is currently on detail from USAID to the Office of Performance and Personnel Management, Executive Office of the President, Office of Management and Budget (OMB) where she is leading several government-wide talent management reform efforts. She has pioneered numerous innovative talent management programs across six agencies: USAID, CIA, FBI, Office of the Director of National Intelligence (ODNI), Transportation Security Administration (TSA), and National Skill Standards Board / Department of Labor. As USAID CHCO, she has been responsible for all HR and talent development programs across the foreign and civil service in Washington and over 90 missions around the world. As an HR Executive at the ODNI and CIA, she implemented state-of-the-art performance management, leadership, and career development programs as part of the post 9-11 culture transformation of the Intelligence Community. Panelists: Catherine Emerson, Chief Human Capital Officer, Department of Homeland Security Catherine V. Emerson was appointed as the Department of Homeland Security’s Chief Human Capital Officer (CHCO) in August 2011, the first career member of the Senior Executive Service to serve in this role. Ms. Emerson is responsible for the Department’s human capital program, which includes recruiting, diversity and inclusion, learning and development, workforce planning, policies, and technology in support of the DHS mission. During Ms. Emerson’s tenure as CHCO, DHS has markedly improved veterans employment, reduced time to hire, deployed a comprehensive leader development framework, contributed to an initiative to create a highly capable cyber security workforce, enhanced the Department’s strategy to address employee engagement, established the first DHS headquarters’ anti-harassment unit, and strengthened decision-making around HR Information Technology strategies, which includes significant progress toward consolidating nine learning management systems into one DHS-wide Enterprise Talent Management System. Miriam Cohen, Chief Human Capital Officer, Nuclear Regulatory Commission As Director for the Office of Human Resources at the Nuclear Regulatory Commission (NRC), Ms. Cohen provides leadership and management of agency human capital planning, policy, and program development. Ms. Cohen served as the Director, Program Management, Policy Development and Analysis Staff in the NRC's Office of Nuclear Security and Incident Response from 2004-2007. In this position, Ms. Cohen provided leadership and management of the office's long-range program planning, budget and financial management, human resources and information technology activities. From 2001 to 2003, Ms. Cohen served as the Director of Administration for the Bureau of Industry and Security at the U.S. Department of Commerce. From 1987 through 2000, she held a number of senior staff and management positions at the Department of Commerce where she gained considerable experience in administrative operations including information technology, human resources, budget execution and formulation, strategic planning, and performance measurement. Ms. Cohen began her federal career at the Department of Commerce as a Cooperative Education Intern at the International Trade Administration. Dr. Karlease Kelly, Virtual University Provost and Deputy Chief Human Capital Officer, U.S. Department of Agriculture Dr. Kelly provides vision and leadership and coordinates with all USDA Training Officers and human resources professionals on employee development and training policies and programs. This includes managing USDA’s Senior Executive Service Candidate Development Program, and overseeing USDA’s implementation of Federal training policies such as mentoring, individual development planning, details, new supervisor training, the Presidential Management Fellows program, intern training and development, and other programs to increase employee satisfaction and effectiveness. She is a member of the federal Chief Learning Officers Council, and Deputy Chief Human Capital Officer for USDA. Prior to this, Dr. Kelly served in USDA’s Food Safety and Inspection Service (FSIS) as the Assistant Administrator for the FSIS Office of Outreach, Employee Education and Training.
