Networks ∙ Services ∙ People www.geant.org Overview Funding available 19
20
Networks ∙ Services ∙ People www.geant.org GN4-2 (SGA2) Funding Available Source of fundingM€comments Base funding59.0(50+9) Per WP16/17 Carry over from GN4-11.3Amount of projected 1.8M€ underclaim in GN4-1 that can be claimed by GÉANT in GN4-1 and not included in GÉANT claims for funding in GN4-2. TOTAL funding considered ‘available’ during GN4-2 60.3
21
Networks ∙ Services ∙ People www.geant.org GN4-2 (SGA2) Initial Budget Estimates established after White Paper Review and GPPC Consultations Initial budget costs indications M€/yearInitial EC Funding indications (M€/year) Comments Non Network costs15 75% of direct +25% of O/H Network costs16850% of direct TOTAL funding considered ‘available’ during GN4-2 3123
22
Networks ∙ Services ∙ People www.geant.org The amount of funding available per year for GN4-2 depends on the duration and the claim rates Duration of the project Scenarios looked at: 2.5, 2.75 or 3 years Options for EC funding Claim rates (NRENs and GÉANT Association) : 100% (75% of direct plus 25% O/H) as in GN4-1 or less or more (up to max 125%) 22
23
Networks ∙ Services ∙ People www.geant.org Alternative Scenario A, duration 3 years Duration 3 years NRENs and GÉANT claiming 100% (as in GN4-1) Giving an annual EC funding of ~20M€ per year Positives Slightly more time before the next proposal has to be prepared Longer time to complete complicated development tasks, if so much time is needed Less risk of a funding gap at the end Negatives Must find economies of ~3 M€ per year, but With major network costs fixed until 2018 this will translate to 20% on other direct ( manpower) costs: JRA budgets effort will have to be curtailed as well as the SAs and the NAs Accepting a spend rate of 20% less than the FPA forecast makes it extremely unlikely that we shall ever get back to an annual budget of 25 M€ 23
24
Networks ∙ Services ∙ People www.geant.org Scenario B, duration 2.75 years Duration 2.75 years NRENs and GÉANT claiming 100% (as in GN4-1) RESULT: annual EC funding budget target of ~22 M€ per year (60.3 M€ divided by 2.75) Positives Higher funding over a shorter period Close to GN4-1 actual levels Faster time to market for the service development tasks encouraging more concentrated effort Negatives Needs funding budget reductions of~1 M€ per year or ~5% from todays estimates Accepting an annual EC funding rate of 12% less than the general FPA forecast (25M€) makes a return to 25M€ EC funding level unlikely Complicated development tasks will have 33 months 24
25
Networks ∙ Services ∙ People www.geant.org Alternative Scenario C, duration 2.5 years Duration 2.5 years NRENs and GÉANT claiming 100% (as in GN4-1) Giving an annual EC funding of ~24 M€ per year Positive Fits the currently estimated budget with no cuts More contractual funding in a shorter period Faster time to market for the service development tasks encouraging a more concentrated development effort Risks Lack of economic pressure on project execution (past experience of frequent under-claims) Complicated development tasks will have 30 months 25
26
Networks ∙ Services ∙ People www.geant.org Other General observations With WP 2018/19 fixed in 2017, the earliest start date of GN4-2 of December 2018 should not pose a problem for GN4-3 planning Changes of 3 months more or less than the 2.75 years in Scenario A: not that material in project execution terms but makes a real difference in the annual EC funding rate A project duration between 2.5 and 3 years should Allow developments to be completed Allow agility in project planning to adopt new developments arising from the market and technical advances in the field within project term Funding claim rate: The funding rate for manpower is recommended to stay same as in GN4-1: 75%+25% = 100% Some co-funding is normal in GNx Projects Increasing the funding rate for manpower to the maximum allowable under H2020 rules, 125%, would mean a very significant decrease in manpower effort. 26
27
Networks ∙ Services ∙ People www.geant.org General continued The funding rate for manpower recommended is 75%+25% = 100% since Some co-funding is normal in GNx Projects Increasing the funding rate for manpower to the maximum allowable under H2020 rules, 125%, would mean a very significant decrease in manpower effort. 27

29
Networks ∙ Services ∙ People www.geant.org EINFRASUPP-03-2016 - Integration of Service Catalogues Integration of Service Catalogues Dates: Call opens 8 December 15 Closes 31 st March 16 Ad hoc meetings already held with EGI, EUDAT and Openaire General consensus to use independent co-ordinator Compatible with EC stated preference Coordinator to be agreed Further meetings due in December to firm up roles, responsibilities and project scope Proposal writing in Q1 16.
30
Networks ∙ Services ∙ People www.geant.org User-driven e-infrastructure innovation - update 30 User-driven innovation is an important part of the EC’s vision to realise the Digital Single Market by opening up integrated e-Infrastructure resources and services to SMEs/industry in a co-ordinated way – the vehicle is an Open Call programme explicitly directed at SMEs GÉANT, EGI, EUDAT, OpenAIRE and PRACE have all agreed to work together on a proposal bid. Innovalia has been selected to co-ordinate the programme and run the cascade funding element, they have significant experience of this and have attracted SMEs to previous programmes of this type. €6M budget will be split into (as per a specific requirement in the WP): o €1.2M: 20% overhead for Innovalia + innovation cluster partners who will introduce & support SMEs to work with e-Infrastructures as Users and/or Suppliers by providing a “translational” programme targeting specific geographies and market segments o €4.8M: 80% “benefit” to the e-Infrastructures via direct grant funding to SMEs. This means outsourcing of work to develop new e-infrastructure service offerings and increased usage of existing services. e-Infrastructure partners have agreed in principle to “ring fence” the €4.8M to ensure that each e-Infrastructure benefits in a fair and transparent way. It is expected that the benefit to GÉANT will circa €1M/€1.2M (the largest share). SMEs (80 maximum) will need access to GÉANT in order to reach GÉANT and other e-Infra services. Depending on national NREN AUPs it is proposed that this is done where possible directly via NRENs or Universities, or where this is not possible we suggest use of a VPN type facility over the commercial internet (e.g. EduSAFE, MDVPN or other) to ensure that GÉANT adds value by providing connectivity to all programme participants. It’s important because….if this Proof of Concept programme is successful the EC could significantly increase the overall funding pot in 2018.
31
Networks ∙ Services ∙ People www.geant.org Next steps A 1.5 day face to face workshop has been organised (10th/11th December) to discuss the detail of how the programme will be structured and run, strategic themes, budgets etc. What we need from the General Assembly Buy-in for the concept of engaging with more with SMEs (max. 80) in order to: increase usage of GÉANT infrastructure by SMEs provide additional expertise and resource for new service developments at TRL6 and above User-driven e-infrastructure innovation – what next? 31
