Public Finance Management Information Systems (PFMIS) used by the Ministry of Finance/Treasury Up to 2015, the Ministry of Finance of the Republic of Tajikistan used decentralized database system. In 2012, the Ministry of Finance of Turkey delivered to the Ministry of Finance of the Republic Tajikistan free of charge a strategic planning information system that could support FMIS concept. A new Public Finance Management Information System (PFMIS) was introduced in 2015. At the moment, the system covers budget preparation and execution, General Ledger of the Treasury and budgetary organizations of the budget national and local level. Currently, 860 users are connected to the system (690 budgetary organizations, 120 employees of MoF RT Budget Department, and 50 Treasury curators). The new PFMIS is built under the principle of a centralized database system.

Organization of IT support service within the MoF/Treasury In 2012, it was registered the state unitary enterprise ‘Intergovernmental Financial Transactions Support Center’ at the Ministry of Finance of the Republic Tajikistan. In 2015, funding from Public Finance Management Modernization Project (PFMMP) was stopped, and SUE ‘Intergovernmental Financial Transactions Support Center’ moved to complete self- sufficiency. Main functions and responsibilities of IT units supporting Ministry of Finance/Treasury Strategy for ICT development at the design stage. Information security, access rights, backup, backup recovery during emergencies policy and other documentation during development. SUE ‘Intergovernmental Financial Transactions Support Center’ coordinates its activities with the Tax Committee of the Republic of Tajikistan, the Customs Committee of the Republic of Tajikistan, the Pension Fund of the Republic of Tajikistan, SUE ‘One Stop Center’ at the Customs Committee of the Republic of Tajikistan, the Executive Office of the President of the Republic of Tajikistan, Directorates General for Protection of State Secrets of the Republic of Tajikistan, and other public bodies. In 2016, it is planned to develop and implement HR management module, payroll module, and asset management module. In 2017, it is planned to develop within PFMIS the external debt management and accounting module. SUE ‘Intergovernmental Financial Transactions Support Center’ provides technical support to the headquarters of the MoF RT, including the Central Treasury and all 73 Financial Administrations, as well as all users of FMIS (budgetary organizations). Information security is ensured by EDS and VPN connections, network equipment (firewalls and routers) and server hardware (servers’ clustering and mirroring).

SUE ‘Intergovernmental Financial Transactions Support Center’ structure and the number of IT staff Organizational structure: Telephone Support Department User Support Department Software Development and Implementation Department Networks and Servers Administration and System Support Department DPC Maintenance Department Information Security Department All functions are centralized and implemented by SUE ‘Intergovernmental Financial Transactions Support Center’ of MoF RT. According to the staffing table of SUE ‘Intergovernmental Financial Transactions Support Center’ of MoF RT - 107 employees, 81 of them are IT specialists (including 36 IT specialists who are based in regional branches).

Budget financing Main difficulties The annual operating budget for 2015 is USD 370,000 The planned operating budget for 2016 shall be USD 520,000 Warranty support of equipment suppliers - until April 2018 The only technical difficulty is unreliable communications in mountainous areas. To solve the problem, there was purchased, installed and run satellite equipment in five hard-to-reach Financial Offices. Non-technical difficulty is lack of highly qualified specialists in the Republic of Tajikistan.
