Governor Rick Perry said, “To remain competitive in the 21st century global economy, Texas must create a seamless system of opportunity and innovation, starting when young Texans enter grade school and continuing until they graduate from college, qualified for jobs that will keep our state at the forefront of the global market.” The report warns that “... if the state’s talent development system... basic education (K-12), community and technical colleges, universities and workforce development—does not make critical changes at every level to ensure a dependable workforce is available, Texas will not remain a high- quality place for doing business.” Governor’s Competitive Council states: “Over the 12 month period ending in April 2008, Texas added 262,000 jobs–more than half of the total jobs added in the U.S.”

Certification and licensure increase the opportunities for students to move successfully between college and the workplace throughout their lives. Tech Prep RGV’s labor market report identifies targeted occupations (the “best jobs” and emerging occupations in the Valley) and provides detailed information about individual careers, including but not limited to requirements for postsecondary education, licensure, and certification. Cavazos Tech Prep Scholarship ranking system can provide extra points for students who have earned certification/licensure.
