3 Prior to RISC: Towing and Recovery episodes with uncertified operators and outdated equipment “six to seven hour closures not uncommon”

4 Response Required: 24/7 response within sector tow vendor covers One heavy duty recovery wrecker on-scene within 45 minutes; 2nd heavy duty wrecker & support vehicle within 60 minutes Plan for Activation: Florida Highway Patrol notifies Turnpike’s TMC for any major Large Vehicle incidents, including spilled loads TMC contacts tow vendor for activation Equipment Required: Two 50-ton+ wreckers, at least one being a rotator-type One support truck containing: – MOT/traffic control elements – Spill mitigation measures

5 Contracting Mechanism: An Open Invitation to Negotiate (ITN) advertised by FDOT Allows multiple companies and contracts to cover the same geographic areas – Non-exclusivity with a Rotation system Supported by Florida’s Professional Tow association (PWoF) Incentive-based Elements: Cash Incentive for ‘Quick Clearance’ of travel lanes within 90 minutes following the Notice to Proceed (currently $2,500) Requires training and certifications be met for operator competency, including incident scene traffic control provisions After 150 minutes from the Notice to Proceed, time penalty will start ($10 per minute)
