2 Polish space industry - a European partner, Warsaw 20 May 2008 2 Space activity in Poland ► Education: space technology (2 TU), remote sensing (several universities), spatial geodesy (several TU), sat telecom (2-3 TU) ► Research: space science, instruments, applications (EO, sat nav) ► Industry: large companies potentially interested, many SMEs active, industrial institutes, relatively strong service sector ► Public users: many Ministries are assessing the benefits of using space technologies

3 Polish space industry - a European partner, Warsaw 20 May 2008 3 Research – a forerunner for industrial development ► Technology: electronics, structures + mechanical devices, EGSE, optical subsystems, antennas ► Applications: - remote sensing: IKONOS station of SCOR, several image processing companies (e.g. Techmex, Geosystems) - satellite navigation: time transfer systems, applications - satellite telecommunication: Wrocław TU (Columbus, Moon missions), Warsaw TU’s case studies

4 Polish space industry - a European partner, Warsaw 20 May 2008 4 Industry ► Big players in technology sector are aware but not yet certain about the benefits: - aeronautics: Aviation Valley (Avio Poland) - defense: BUMAR group (Radwar, PCO) ► SMEs are eager to join, but require some support - technology: many micro and small companies - info: companies working for both space and Earth applications - EO: well established players SCOR/Techmex, Geosystems

5 Polish space industry - a European partner, Warsaw 20 May 2008 5 PECS and 7 FP results ► PECS: 47 proposals mostly from reasearch- industrial consortia. 18 projects accepted by ESA, 9 pending (technology!) ► 1st call of 7th FP „Cooperation” in Space thematic area: 28 projects submitted, 15 accepted (57% success rate). About 20% of submitting organisations comes from industry

6 Polish space industry - a European partner, Warsaw 20 May 2008 6 Industry’s point of view ► Space is a demanding field for a newcomer => support is needed: - technology transfer from research sector - training in specific space procedures - organisation according to „best practice” - financial buffer (e.g. contratcs guaranteed by government) ► For big companies profits from single tenders are not satisfying => investment in space sector should be assessed on a long timescale ► For SMEs the main problem is a shallow space market; irregular contracts is a big risk for company’s finances => diversification is recommended

7 Polish space industry - a European partner, Warsaw 20 May 2008 7 Perspective 2015+ ► Full membership in ESA & EUMETSAT ► Polish Space Agency as a governing body ► Financing is approaching 100 MEuro/year ► Space infrastructure is in place (e.g. test facilities) ► Several large companies have got space branches and cooperate with the EU industrial partners ► A number of big projects are carried out: satellite(s), large instruments, mission subsystems ► Market for service sector is fully developped

8 Polish space industry - a European partner, Warsaw 20 May 2008 8 Relations with partners from EU ► ESA: training, Polish specialists becoming ESA staff members, agreement on Polish space “niches” ► EC: stronger involvement in 7 FP projects (especially from industry) with more prominent role played by Polish partners ► EU industry: from innovation to partnership

9 Polish space industry - a European partner, Warsaw 20 May 2008 9 Polish Space Industry in 5 years: scenario I Full support from the administration ► Adequate financing (ESA membership 25 MEuro, EUMETSAT 4 MEuro, national program 20 MEuro) ► Wide access to space projects => „Space” on the list of priority areas in the National Plan for R&D ► Established cooperation with the EU industry (e.g. subcontracting on satellite subsystems) ► Market on space-derived products and services established in Poland (EO, navigation, telecom => security) ► Big and small enterprises involved

10 Polish space industry - a European partner, Warsaw 20 May 2008 10 Polish Space Industry in 5 years: scenario II Limited support from the administration ► Just enough financing (ESA membership 15 MEuro, EUMETSAT 4 MEuro, national program 5 MEuro) ► Smaller scale space projects financed by government ► Cooperation with the EU industry is even more important ► Services are better doing than technology ► SMEs are more involved in space activity than big companies

11 Polish space industry - a European partner, Warsaw 20 May 2008 11 Polish Space Industry in 5 years: scenario III No support from the administration ► Governmental financing is inadequate (ESA membership not certain, EUMETSAT 4 Meuro) ► Mainly scientific projects financed ► Cooperation with the EU industry becomes vital, but then the Polish space sector is dependent on foreign companies ► Services (EO, sat nav, sat com) dominate; very limted possibility to develop space technology ► Space activity relies mainly on SMEs

12 Polish space industry - a European partner, Warsaw 20 May 2008 12 What comes next? ► This event (Satellite days) marks an ending of a certain stage in Polish space activities: all actors (administration, research, users) are able to define their positions, the space community is close to get consolidated (but the consolidation is fragile) ► The space community will continue its efforts to develop full range of space activities ► The signals / decisions from the government about Polish Space Strategy are crucial for the future development of space activities in Poland
