HPSA Renewal and New Application Process

Previous HPSA Renewal Cycle 2012-2013 January 2013The renewal cycle is open for all 2010 HPSA renewals. February 2013State PCOs e-mails original applicants requesting updates of HPSAs designated or last updated in 2010 with copies to county officials and State PCA. July 2013PCO sends reminder notices to applicants of deadline for submitting 2010 HPSA updates. September 20132010 HPSA updates due to PCO. December 20132010 HPSA updates due to SDB on December 31, 2013 January 20142010 HPSAs for which no update was received will be proposed for withdrawal. July 2014Publish new list of designated HPSAs in the Federal Register

In the current HPSA renewal process, all disciplines are due at the same time Each renewal period is three years from the designation date Every year has different renewal numbers with some significant variations in volume The designations are not organized to maximize the surveys or the contiguous area analysis process Every state had different policies and procedures for application processing Issues with the Current Renewal Process

HPSA renewals will be based on cycles, similar to the NHSC The disciplines (Primary, Dental, Mental) are divided into two cycles Dental and Mental applications are in Cycle 1 Primary Care is in Cycle 2 The state is divided into 3 regions. Northern, Central, and Southern. Each region will be due in subsequent years. There will be a data submission period where the surveys and other key information will be due Data will be locked after that period with specific data exemption periods during the processing portion Once the cycle has closed applications will not be accepted, but there can be exceptions in extreme cases Changes to the Renewal Process

Allows the PCOs to use the new system modeling area Allows data integrity and validation Allows workload planning for SDB and the PCO Why Cycles?

New applications will follow the same cycle timelines as renewals Cycle 1 will be Dental and Mental HPSA applications Cycle 2 will be Primary Care HPSA applications Exceptions can be made but should be rare and justified New HPSA application Process

New and Renewal HPSA Schedule for 2014 & 2015 : ASAPS will close on April 1, 2014 Cycle 1: Dental and Mental HPSA Renewals and New applications o PCO will notify Dental and Mental HPSA renewals by April 21, 2014 of pending renewals o Renewal applications are due July 1, 2014 o New applications can be submitted anytime between April 1, 2014 and January 1, 2015 o After January 1, 2015 new applications cannot be processed and must wait for the next Cycle 1 in September 2015 to be processed Cycle 2: Primary Care HPSA Renewals and New applications o PCO will notify Primary Care HPSA renewals by July 1, 2014 of pending renewals o Renewal applications are due January 1, 2015 o New applications can be submitted anytime between October 1, 2014 and July 1, 2015 o After July 1, 2015 new applications cannot be processed and must wait for the next Cycle 2 (date TBD) New & Renewal HPSA Process
