Deliver the right solution on time, every time WARFIGHTER FIRST - PEOPLE & CULTURE - STRATEGIC ENGAGEMENT - FINANCIAL STEWARDSHIP - PROCESS EXCELLENCE 2 Background –DoD policy dictates that DLA Disposition Services cannot accept the turn-in of partial weapons when the turn-in activity fails to document the missing parts list –In order to track the weapon as it is transferred to DLA Disposition Services, it must be shipped and receipted using the serial number/UII and NSN under which it is registered –DLA Disposition Services guidance includes contradictory information regarding use of the serialized receiver NSN vs. whole weapon NSN –MILSTRIP lacks specific guidance for inclusion of the missing parts information on/with the DTID –SDR procedures lack specific guidance for use of SDRs in reporting the discrepant receipt of partial weapons without the missing parts list PDC 1175, Procedures for Turn-In of Partial SA/LW to DLA Disposition Services and Supply Discrepancy Report (SDR) Procedures for Associated Discrepancies

Deliver the right solution on time, every time WARFIGHTER FIRST - PEOPLE & CULTURE - STRATEGIC ENGAGEMENT - FINANCIAL STEWARDSHIP - PROCESS EXCELLENCE 3 Released October 22, 2015 Clarifies guidance for the turn-in of partial/incomplete weapons by the weapon NSN for reutilization or demilitarization. –Stipulates the need for a missing parts list to accompany the turn-in of the serialized/lower receiver with missing or removed parts. –Missing parts list must be annotated on the DTID (DD Form 1348-1A, or DD Form 1348-2) or a continuation page attached to the DTID. –Partial weapons without the serialized/lower receiver will not be accepted under weapon NSN Requires that an SDR be transmitted to the turn-in activity when a missing parts list does not accompany turn-in of a partial/incomplete weapons. Aligns MILSTRIP guidance with the Defense Materiel Disposition Manual (DOD 4160.21-M) PDC 1175 Overview

Deliver the right solution on time, every time WARFIGHTER FIRST - PEOPLE & CULTURE - STRATEGIC ENGAGEMENT - FINANCIAL STEWARDSHIP - PROCESS EXCELLENCE 4 Partial Weapon with Serialized/Lower Receiver –New internal DSS Discrepancy Code w/pre-programmed remarks: “DTID for partial weapon turn-in under whole item NSN lacks missing parts list” Outgoing SDR will retain DoD Discrepancy Code D3 (missing/incomplete supply documentation) Action Code 1C (supporting supply documentation requested) –In conjunction w/SDR, the Field Office will attempt to contact the generator –If the generator cannot be contacted and does not respond to the SDR, the Field Office will contact the returning Service SA/LW representative for assistance SDR Process Changes

Deliver the right solution on time, every time WARFIGHTER FIRST - PEOPLE & CULTURE - STRATEGIC ENGAGEMENT - FINANCIAL STEWARDSHIP - PROCESS EXCELLENCE 5 Partial Weapon without Serialized/Lower Receiver Turned In under Weapon NSN –SDR citing DoD Discrepancy Codes W4 (misidentified item received) and U08 (mismatch between UII/serial number on item or packaging marks/labels and the associated shipping documentation –Action Code 3B (discrepancy reported for corrective action and trend analysis; no reply required) –Receipt processed under correct materiel identification –If turned-in under WSN, generator must update SA/LW Registry –In conjunction with SDR, Field Office will attempt to contact the generator –If the generator cannot be contacted and does not respond to the SDR, the Field Office will contact the returning Service SA/LW representative for assistance SDR Process Changes

Deliver the right solution on time, every time WARFIGHTER FIRST - PEOPLE & CULTURE - STRATEGIC ENGAGEMENT - FINANCIAL STEWARDSHIP - PROCESS EXCELLENCE 6 Alternative Procedures Proposal documents alternatives to revise current policy requiring the missing parts list: –Certification by generator as substitute for missing parts list Signed/digitally signed DTID (DD 1348) or continuation page –Accept/receipt partial weapon with serialized/lower receiver under weapon NSN as discrepant Send 527R Receipt to owner Send Turn-in Receipt Acknowledgment to generator/DTID DoDAAC Send SA/LW Control Reporting Transaction with SA/LW Transaction Code R (Receipt) sent to the Component Registry Send SDR to generator/DTID DoDAAC (w/SA/LW POC as backup) requesting certification or missing parts list –If materiel is in Supply Condition Code (SCC) F (unserviceable – reparable) or G (unserviceable – incomplete), SDR open for 50 days awaiting missing parts list/certification »If not provided, reclassify to SCC H (update SDR) and send to DEMIL –If SCC H, Field Office close SDR upon transmission (Action Code 3B) and proceeds with DEMIL action DLMS Change to be updated based upon feedback
