1
Framework document and pay award: 3.44% + 3% Single national pay spine Commended grading structure with five grade academic pathway Framework negotiations
2
Memorandum of understanding: new pay arrangements to avoid detriment to the present pay arrangements for academic and related staff new arrangements to be developed by institutions in partnership with AUT, negotiating to reach agreement on a timely basis progression protection
3
contribution thresholds to be set no lower than present non discretionary maxima normal expectation of annual incremental progression incremental progression to the contribution threshold to take no longer than under current arrangements key principles for new pay structure
4
Protection of expectation of progression: for researchers to point 13, RA1A for academic-related staff to point 13, ALC 2 for lecturers to point 18, Lecturer B career expectation and current non discretionary maxima
5
Most current non-discretionary maxima protected under the commended model Top point of Ac 2 / grade 7 must be moved to point 36 to match current top of RA1A and ALC 2 (principle 1) Some increments must be removed from all grades to comply with principle 3 There are a number of ways of achieving this revisions to commended grading structure
6
Top point of Ac 2/grade 7 set at point 36 Ac1/2 and grade 6/7 have 10 increments to match current expectations RA1A and ALC 1/2. Ac2 incs match current Lecturer A (Ref sheet 1) Ac 4/grade 9 starts at point 45; 5 increments matches Senior Lecturer and ALC 5 Ac 3 starts higher and has same no of increments as Lecturer B preferred new grading model
7
assimilation to new grading structure Under Framework, assimilation is to point on spine equal to or immediately above current pay Under new protection of progression arrangements, assimilation will be on the basis of protecting incremental progression (to comply with principle 3) Assimilation will be determined by ‘counting down’ from contribution threshold
8
two year pay awards on assimilation Reference sheet 2 (examples are for preferred model) Starting salary for researchers and AR staff increased by 24.7% Starting salary for lecturer s increased by 22.5%
9
Examples of assimilation Point 15 Lecturer B £31,559 at 1.8.04 Under Framework, salary matched at point 39 £32,371 Under agreed principles salary and incremental progression is matched at point 40, £33,445
10
Examples of assimilation ALC 2 or RA1A point 9 £24,820 at 1.8.04 on old spine Under Framework, salary matched at point 30 £24,886 Under agreed principles salary and incremental progression is matched at point 32, £26,401
11
two year pay awards on assimilation Average increase across all pay points on transition is 12.2% (6.44% + 5.76%) When weighted to take account of staff numbers per pay point, average increase is 11.1% (6.44% + 4.66%)
12
protection of career earnings Under preferred model, career earnings for new researchers and academic-related staff increased by £18,538 over 9 years (comparison with commended Framework model of a loss of £17,332)
13
protection of career earnings Under preferred model, career earnings for new lecturers increased by £25,199 over 10 years (comparison with commended Framework model of a loss of £4,338)
14
Impact in post-1992 institutions Framework commended structure close to current post 1992 model Preferred new grading model would reduce number of increments on main lecturer grade from 9 to 7 Preferred new grading model would reverse career earnings losses for staff on HE 2000 grades
15
Other grading models any grading structure must comply with the principles in terms of protection of non discretionary maxima, incremental progression and career earnings Any new model must also set top of Ac2/grade 7 at point 36 Any alternative to the preferred model will have some incremental jumps of 6% or more
16
Compliance with protection principles through removing agreed increments. Top point of Ac 2/grade 7 must still be set at point 36 to comply with principle 1 Any model will have ac3/gd 8 from point 37 to point 43 (Ref sheet 1) Alternative model
17
Average 2 year increase on assimilation would be 10.2% Average increase when weighted would be 9.5%
18
Most logical model Applies principles coherently, using single increments AUT preferred model to be negotiated at local institutions preferred new grading model
