3 Analysis of the global situation Pandemic potential Links between high virus load circulating in animal populations and the environment, and potential dangerous re-assortment and/or mutation. Need to be sure that all countries worldwide are able to prevent, detect early and control quickly the virus through Veterinary Services and partners. Appropriate mechanisms to address this concern are also relevant for other animal emerging and re-emerging diseases.

4 Minimising Threat at Source Rapid reduction of virus load and circulation in domestic birds early detection and transparent notification appropriate national chain of command surveillance in domestic and wild birds rapid response rapid confirmation of suspects confinement humane stamping out use of vaccination if appropriate Governance, legislation, policies and resources, in compliance with OIE international standards on Quality

Regional Animal Health Centres Regional Animal Health Centres (in strong partnership with FAO using GF-TADs mechanism) mirror structures of the global forum technical coordination of regional policies and programmes centres of quality for evaluation of Veterinary Services, capacity building, assessment and technical support of national actions Permanent technical support to country programmes on request

Technical support from Regional Animal Health Centres to countries implementing new programmes National launching seminars - to support process of compliance of Veterinary Services with international standards, using existing tools adopted by the OIE - to support new alliances between Veterinary Services and other government and private sector partners
