3 Background Fairgrounds property is filled tidelands, subject to CCC original jurisdiction. Developed with variety of visitor-serving improvements, including race track and subject “Surf & Turf” site used for golf, tennis, volleyball and swimming activities. Current application allows for continuation of existing uses and does not prejudice consideration of Master Plan. 3

4 Project Summary Recreational improvements at Del Mar Fairgrounds “Surf & Turf” property, including new golf facilities (indoor tent instruction/fitness area, jr. golf area, outdoor short game area & pre-fab driving range structure) to support existing uses and continued use of existing volleyball and swimming facilities. 4

6 Golf Center Improvements Training Center (tent) ◦ Provides indoor fitness training and instruction. Junior Golf Area ◦ Offers dedicated training area for young golfers. Short Game Area ◦ Increases putting green area. ◦ Improves ability to teach lessons. Hitting Bay (pre-fab structure) ◦ Provides new technologically advanced services. ◦ Protects expensive and cumbersome equipment. 6

7 Parking 221 spaces on-site for Surf & Turf uses. City parking standards inconsistent and not applicable for existing mix of uses. Parking monitoring conducted in peak use periods (2010). Staff concludes “parking lot has adequate capacity.” No use of East Overflow Parking Lot (EOL) proposed. 7

8 Wetlands & Biological Resources No sensitive habitats or wetland resources exist on project site. No impacts to adjacent wetland areas will result from proposed project: ◦ Parking provided on-site/does not necessitate use of EOL parking area. ◦ Only native, drought-tolerant plants allowed. ◦ Lighting to be directed away from natural resource areas. 8

9 Potential Bird Impacts Concerns raised regarding potential bird impacts from proposed netting around Short Game Area. Installation of new netting omitted. Applicant will: ◦ Redesign Short Game Area to redirect hitting angle away from I-5 freeway, and ◦ Replace netting with 6’ high native hedge/fence to restrict pedestrian entry into drainage swale/wetlands. 9

10 Water Quality Drainage and Runoff Control Plan ◦ Incorporates structural and non-structural BMPs to reduce pollutant load of runoff and reduce or eliminate any potential increases in volume or velocity of runoff leaving the site. Turf and Pest Management Plan ◦ Minimizes fertilizer use, water use and chemical pest control to avoid impacts to wetlands and water quality. 10

11 Visual Resources Site visible from public vantage points, including I-5 freeway. All new development and replacement tents required to be earth tones to blend with surrounding area. Signage plan prohibits new tall signs or roof signs. Existing banners to be removed. 11
