2 Resource Registration MP11 – RARF Submittals Final RARFs sent to Resource Entities during the week of April 7, 2008 Due to ERCOT by May 1, 2008 using Service Request submittal Issues –Submittal changes using Digital Certificate authentication Digital Certificates expired or non-existent Complication from recent MPIM change –Form – locked cells Submittals –134 RARF submittals received by May 1 deadline (24 Load Resources and 110 Generation Resources) –Roughly 210 forms expected approximately 705 units

4 Resource Registration MP11 – RARF Status and Grading Review/Validation process and timing –High level / business review by WCS; may be returned to MP or accepted to load into RARF database –Formal process: technical review by data consumers within ERCOT; either returned to MP or approved to load Nodal systems –Temporary process: accepted RARFs loaded to database as received Scores reset (green) as of April 15 Official RARF grading posted on or before May 9, 2008 –Missing RARFs will be red –Incomplete or inaccurate RARFs will be amber –Complete RARFs will be green 100% of Resources will be included in the QSE score

5 Resource Registration MP10 – Submittals Sent to Resource Entities on March 14, 2008 Due to ERCOT by April 15, 2008 Submittal to nodalmarkettransition@ercot.com to includenodalmarkettransition@ercot.com –MP10 Form Check boxes if approved If not approved, briefly write issues on MP10 form –If ERCOT model change required: Complete ERCOT Transmission Data form –Form found on secure Operation and System Planning website http://oldercot.ercot.com/tmaps and selecting the Operations Model Data folder Include markups on MP10 oneline http://oldercot.ercot.com/tmaps Send correct updated operational (non-relaying) oneline for facility

6 Resource Registration MP10 – Status and Grading MP RAG Rules –Green = Complete All information submitted to ERCOT –Amber = Not complete, less than 1 month past target completion date Information still outstanding –Red = Not complete, over a month past target completion date No submittals received or information still outstanding one month after request Submittals (179 packages mailed out): –80% have been submitted –46% (83) have no changes needed –34% (60) need work, some metering but mostly network modeling Only 7 of 44 have submitted network modeling form

7 Resource Registration Resource Controlling Entity Attestation In support of Competitive Constraint Test –Determine the total Managed Capacity by each Entity and its Affiliates on the import and export side. –Managed Capacity for an Entity is a Resource or portion of a Resource for which the Entity or its Affiliates has the decision-making authority over how the Resource or portion of the Resource is offered or scheduled, either by virtue of ownership, agreement or otherwise. Only affects Generation Resources that are transmission connected and have a resource node 83% submitted –463 of 555 units accounted for –~10% need corrections Compilation of submittals to be available as of May 15, 2008

8 Resource Registration NPRR117 Resource Registration Clarification –NPRR117 is intended to clarify obligations of a Resource Entity to register Resource data with ERCOT and the obligations of a Qualified Scheduling Entity (QSE) to submit Resource Parameters for operational purposes to ERCOT. –NPRR 117 also changes QSE’s obligation to submit Private Use Network design and engineering data to the obligation of Resource Entity. Asset registration can be improved/maintained going forward –Require RARF validation by Resources periodically to keep network model up to date as well as digital certificates active –Develop MP interface to ease data entry and validation by eliminating spreadsheets and providing MPs direct access to data and status

9 Resource Registration Additional Registrations New Resources coming online commercially between now and Nodal go-live should register RARF parallel to the GARF New Resources coming online commercially after Nodal go-live should register the RARF Submittals to ERCOT should follow any applicable timelines, including Network Model change timeline (minimum of 90 days) Other Registrations –Distributed / non-modeled generation –Private network Self-Generators as Non-Modeled Generator –Block load transfers and DC ties
