According to an agreement called the Vienna Conventions, a legal immunity is given to the diplomats, including the ambassadors, under which they are given a safe passage and cannot be tried under the host country's laws. It means that the Italian ambassador could not be punished even though the guarantee was violated.

13. Italy asked for help from United Nations. But UN General Secretary Ban Ki-moon said that they won't intervene and it should be solved bilaterally.
