Federal Secretaries for Planning, Environment and Transports participated in the dialogue. April, 2006 SEA workshop Identify and discuss technical, institutional and legal capacities in place, gaps and needs for capacity building in relevant sectors; Discuss initial premisses of an SEA model for Brazil at federal leval; and Prepare guidelines for capacity-building and priorities for action. June-Sept 2006 Development of a Programme for building technical, institutional and legal capacity for SEA

7 IAIA’07, Partidário et al., Building capacity for SEA in Brazil Building Institutional Capacities Inter-institucional- creating an SEA system, setting up the political decisional context (inter- institucional networks, preferred institutional links across institutions, sharing of tools, actions mechanisms, responsibilities, etc. Intra-institucional - sectorial institutional context that can facilitate SEA ownership by different sectors –“SEA nests”
