2 Objective Today, we are seeking a decision to either deactivate or extend the sunset date for the Non-Residential Network Computer Power Management UES measure CAT recommendation is to deactivate due to evidence of market transformation If there is still program interest, a sunset date extension is an alternative option 2

4 What is the measure? Installation of a centralized energy management system that controls when desktop computers and monitors plugged into a network power down to lower power states Measure currently applies to K-12 schools only 4

7 History May 2010 – Provisional UES passed by RTF May/June 2011 – Provisional data presented by Puget Sound Energy (PSE) and Avista – Measure set to Proven and Active for K-12 schools, large offices, and small offices – Relatively short sunset date set due to rapid technology change July 2013 – Measure moved to Small Saver category and limited to K-12 schools only RTF found that measure no longer applied to newer computer operating systems, which already had network energy management tools built in RTF discussed that schools tended to have older equipment and lower IT budgets and thus still represented a potential market for the measure January 2015 – Sunset date extended for one year due to small number of projects still coming through programs 7

8 Evidence of Market Transformation February 2011 PSE evaluation found that approximately 40% of non-participants had installed power management software without a rebate Measure has been phased out by some NW utilities since 2013 Measure cost (~$0 to $10 per computer) relative to savings is low barrier to adoption – Most modern computer operating systems also have this measure’s capability built in Much of measure adoption driven by non-energy benefits (e.g. ability to track computer users on network) 8

9 Measure Deactivation CAT recommendation is to deactivate the measure Measure deactivation typically occurs when – measure is no longer relevant to the region’s program operators – RTF determines update to savings is infeasible Measure deactivation means that UES estimates are no longer approved by the RTF; however, the measure, its analysis workbooks, and materials remain on the RTF website 9

10 Proposed Motions “I move that the RTF deactivate the Non-Res Network Computer Power Management UES measure.” Or “I move that the RTF extend the sunset date for the Non-Res Network Computer Power Management UES measure to January 31, 2017.” 10
