Why? To achieve interoperability and harmonization at European level between data produced by national organisations Spatial information available at local and regional level is difficult to exploit in a broader context since the description of the data is often incomplete.

Incoherent use of technological support (fragmentation), lack of comprehensive analysis of user needs, demands and opportunities. organizational and pedagogical frameworks often inadequate to support multilingual and multicultural access to, and use of, digital content for learning.

Digital and digitised content held or managed by all kinds of archives, libraries and museums. Why? there is insufficient interoperability between existing networks, across types of cultural organisations and collections, and across different types of content. there is range of different legacy systems and practices for describing cultural and scientific resources aggravating the problem of accessibility.

Overheads cover the following costs: general management and administration costs depreciation of buildings and equipment rent, heating, water, electricity, office furniture personal computers, office supplies including printer ink and stationery telecommunications and postal charges. No overheads for Content Enrichment Projects & Thematic Networks

For second and subsequent tranches: prior approval by the Commission of the deliverables due for the period statement that the consortium has incurred at least 70% of the total amount of any earlier pre-financing.
