THREE PARKS WERE REVIEWED FOR THIS STUDY, FOR COMPARISON. SAM JOHNSON PARK, QUINCE PARK AND AMERICAN LEGION PARK. ALL THREE PARKS ARE LOCATED IN THE CITY OF REDMOND. A brief description of the park and record of calls will accompany each slide

SIMILARITIES MENTIONED IN THE CALLS; JUVENILES BETWEEN THE AGES OF 13-20, CRIMINAL MISCHIEF, MIP’S (TOBACCO AND ALCOHOL) AND DRUG USE (MOSTLY MARIJUANA). ALSO COMMONLY MENTIONED, THE PAVILION. LOCATED IN THE MIDDLE OF THE PARK, IT WAS MENTIONED 52 TIMES (25.8%) DURING CALLS FOR SERVICE. THIS IS A GATHERING POINT FOR PEOPLE IN THE PARK, ESPECIALLY GROUPS OF JUVENILES. *

DURING THIS STUDY, DATA WAS GATHERED THROUGH DESCHUTES COUNTY 911 (DISPATCH), DESCHUTES COUNTY COMPUTER AIDED DISPATCH (MANAGED BY HI-TECH SYSTEMS) OFFICERS AND ADMINISTRATION OF THE REDMOND POLICE DEPARTMENT, DESCHUTES COUNTY SHERIFFS DEPARTMENT, THE CITY OF REDMOND PUBLIC WORKS, REDMOND AREA PARK AND RECREATION DISTRICT AND THE GENERAL PUBLIC.

AN ANALYSIS OF THE DATA SHOWED A JUVENILE PROBLEM DURING THE EARLY MONTHS OF SUMMER AND FALL, WHEN SCHOOL WAS ABOUT TO GET OUT FOR THE SUMMER OR START FOR THE YEAR. INCIDENTS OCCURRED MOSTLY BETWEEN THE HOURS OF 1:00 PM AND 5:00 PM. MOST OF THE INCIDENTS ALSO OCCURRED AT OR NEAR THE PAVILION LOCATED IN THE MIDDLE OF THE PARK.

WHAT ARE THE RESIDENTS AROUND THE PARK SAYING?

CONTRIBUTORS TO PROBLEMS IN THE PARK; - THE PARK IS SURROUNDED BY A HIGH CONCENTRATION OF LOW INCOME, RESIDENTIAL COMPLEXES. - THE PARK IS A SHORTCUT FOR THE SURROUNDING RESIDENCES TO DOWNTOWN - IT IS A CENTRAL PARK SURROUNDED BY THE CANYON, SKATE PARK, BOWLBY FIELD, ETC. - JUVENILES “HANG OUT” AND COMMIT CRIMES IN THE PARK - PEOPLE SEE JUVENILES USING DRUGS IN THE PARK

THE STRATEGIES WE WILL EMPLOY Signage, cameras, extra patrols, lighting (solar/green), encourage public to call. CPTED. Have the Redmond School District enforce it’s policy on kids in park during school hours. Establish a new City ordinance excluding kids from parks during school hours. Punch SW 15 th St all the way through, this will increase traffic, making the park better lit at night and more visible.

WHO’S GOING TO HELP?

WHAT OUR PLAN IS INTENDED TO IMPACT AND WHO. Reduction of calls and criminal activity. Monitoring and moving / removing juvenile activity out of the park, increasing the usability and usability of Sam Johnson Park.

WHAT RESOURCES ARE GOING TO BE REQUIRED? Money, time, equipment, personnel and coordination with the previously listed organizations.

SOME OF THE CHALLENGES WE WILL FACE IMPLEMENTING THE PLAN. An acknowledgement of the problem, manpower, backing from the listed organizations, time and an acceptance that the plan will work when done in coordination with all groups involved.

HOW WILL WE KNOW IF THIS PLAN WILL WORK OR WILL NOT WORK? Quarterly review and analysis and a year end analysis of calls and activity at the end of the year. Survey of general public, associated agencies involved in process. Will people refer to the park as “Sam Johnson Park” again.

CONCLUSION Sam Johnson Park is in the process of being totally renovated. We want the park to be a safe and fun place for children and families to gather.
