1 18.3 WITH GREAT POWER, COMES GREAT RESPONSIBILITY PUERTO RICO Public opinion was split, some wanted independence, some wanted to be a state, others wanted territory status Heavy-handed tactics causes resentment towards US US was not going to let island go, location was too important 1900, Foraker Act passed gives US control of government and denies citizenship to Puerto Ricans 1901, Insular Cases upholds law in Sup. Crt. 1917, US grants citizenship and power to Puerto Ricans

2 CUBA Following war, Cuba was supposed to be independent US military will occupy the island, some Spanish policies stayed the same; however US did help 1901, US insists Platt Amendment be included in Cuban Constitution US would not withdraw military unless Platt Amendment was part of Constitution When Cuba passes it in 1903, they become a protectorate of US Primary reason for this to protect US economic interests

3 PHILIPPINES Filipinos rebel against US rule after war Aguinaldo will lead rebels in a 3 year war that will cost the US 4,000 soldiers and $400 million European powers and Japan had established spheres of influence in China Sec. of State John Hay proposes the Open Door Policy which called for sharing trade rights in China

4 1900, secret Chinese group called The Boxers rebel against all foreigners US and other powers put down the Boxer Rebellion Open Door Policy reflects 3 beliefs that will be the basis for US foreign policy: –Growth of economy was dependant upon exports –US had the right to intervene to keep foreign markets open –Felt closing of an area to US ideas, goods, or people threatened our survival
