Annual Measurable Objective (AMO) Graduation Rate Presented by Kevin O’Hair Office of Assessment and Accountability Division of Support & Research KDE:OAA:DSR:cw,ko 12/15/2015 2
3
AMO Background Information Overall Score 2014-15 Overall Score/Classification is determined by adding the sum of the Learners Score (77%) and the Program Review (23%) 2014-15 AMO was determined by adding Learners Score and Program Review score to obtain both an AMO and classification. KDE:OAA:DSR:cw,ko 12/15/2015 3

AMO : 2015-16 NEW THIS YEAR Next Generation Learners (77%) Program Reviews (23%) Overall Score KDE:OAA:DSR:cw,ko 12/15/2015 4 Add 1.0 or 0.5

Calculating Overall Score High School Example: KDE:OAA:DSR:cw,ko 12/15/2015 5 PointsTotal Points Weighted Learners Score Weighted Program Review Score Overall Score Achievement58.6 x 20%=11.8 Gap35.8 x 20%=7.2 Growth58.5 x 20%=11.7 CCR69.8 x 20%=14.0 Graduation Rate90.4 x 20%=18.1 Point Total 62.8 62.8 x 77% =48.356 +22.908 =71.3
6
Overall Score (high school example continued) Overall Score = 48.356 (77% of Learners) + 22.908 (23% of Program Review) 71.3 (rounded to 1 decimal place) Proficient For this example; the Overall Score of 71.3 is proficient so the amount of increase would be 0.5. KDE:OAA:DSR:cw,ko 12/15/2015 6 Classification StatusAmount of Increase Needs Improvement1.0 Proficient.5 Distinguished.5
7
New AMO (high school example continued) Total points for Learners + Amount of increase determined by classification (0.5 or 1.0) 62.8 + 0.5 (Proficient) New AMO = 63.3 Meeting the AMO is determined by increasing scores obtained from the Next Generation Learners results. Graduation Rate (4 Year) Four year graduation rate is used to set new annual target. A new goal is set annually for Kentucky high schools and districts that measures progress toward the state-wide goal of 98% by 2024. The end goal changed from 2022. The 4-year Graduation Rate goal is computed by dividing by 10, the difference between the 2014 baseline percent and the goal for 2024 (98%). KDE:OAA:DSR:cw,ko 12/15/2015 8
9
Graduation Rate (4 Year) Example: 98% (2024 goal) 83% (2014 baseline) 2016 Target (86%) KDE:OAA:DSR:cw,ko 12/15/2015 9 98 – 83 = 15 15/10 = 1.5 (1.5 x 2) + 83 = 86 Note: 1.5 is multiplied by 2 because this is the second year of the target.
10
Graduation Rate (5 Year) Five year graduation rate is used at high school for 20% of the overall score. Data reported for the five year cohort is based on the prior year. KDE:OAA:DSR:cw,ko 12/15/2015 10 2016 Four Year Adjusted Cohort Formula2015 Five Year Adjusted Cohort Formula Number of cohort members who earned a regular high school diploma by the end of the 2015-16 school year __________divided by______________ Number of first time 9 th graders in fall of 2012 (starting cohort) plus students transferring in, minus transfers out, emigrate, die during school years 2012-13, 2013-14, 2014-15 and 2015-16 Number of cohort members who earned a regular high school diploma by the end of the 2014-15 school year __________divided by______________ Number of first time 9 th graders in fall of 2011 (starting cohort) plus students transferring in, minus transfers out, emigrate, die during school years 2011-12, 2012-13, 2013-14, 2014-15 and 2015-16

Assistance Enter Focus District District that has a non-duplicated student gap group score in the bottom 10% percent of non-duplicated student gap group scores for all districts for all districts. Non-duplicated student gap groups shall have at least 10 students in order for the subject area calculation. Enter Focus School Schools in the lowest 10% of non- duplicated student gap group scores by level (minimum 10 students); Individual student subgroup by level and subject that falls below bottom 5% cut scores (minimum 25 students); or High schools that have a graduation rate that has been less than 80% for two (2) consecutive years (because the 4 yr. goal increased to 80%). KDE:OAA:DSR:cw,ko 12/15/2015 12 All focus calculations shall combine two years of data when possible. New or reconfigured schools will be based on one year.
13
Priority Districts and Schools District - Has an overall score in the bottom 5% of overall scores for all districts that have failed to meet the AMO for the last 3 consecutive years School - Has an overall score in the bottom 5% of overall scores by level for all schools that have failed to meet the AMO for the last 3 consecutive years KDE:OAA:DSR:cw,ko 12/15/2015 13
14
Assistance Exit Priority Status Schools and Districts Meet AMO goals for 3 consecutive years No longer be identified as in the bottom 5% AND Score at or above the 80% graduation rate for 3 consecutive years. Exit Focus Status Schools Non-duplicated gap group will show improvement in the non-duplicated gap group, be above the lowest 10% AND meet AMO for 2 years in a row Individual subgroups rise above the bottom 5%, show improvement in the subgroup that triggered placement AND meet AMO for 2 years in a row Graduation rate focus group will be over 80% and meet AMO for 2 years District Non-duplicated student gap group category rise above the lowest ten (10) percent category KDE:OAA:DSR:cw,ko 12/15/2015 14
15
High-progress District/School Rewards Meet AMO goals, student participation rate, and graduation rate, Score at or above the 80% graduation rate for 2 consecutive years AND Has an improved score indicating that they are in the top 10% of districts/schools as determined by the 2 most recent calculations of overall scores High-performing District/School Meet AMO goals, student participation rate, and graduation rate, Score at or above the 80% graduation rate for 2 consecutive years AND Schools score at or above the 90th percentile Districts score at the 90th percentile or higher on the overall score except they shall not qualify with Focus or Priority schools KDE:OAA:DSR:cw,ko 12/15/2015 15
16
School/District of Distinction District Meets its current year AMO, student participation rate, and graduation rate goal; Has a graduation rate above 80% for the prior two (2) years; Does not have a school categorized as a focus school or priority school; and Scores at the (95th) percentile or higher on the Overall Score. School Meets its current year AMO, student participation rate, graduation rate goal and shall not be identified as a focus school; Has a graduation rate above 80% for the prior two (2) years; and Scores at the ninety-fifth (95th) percentile or higher on the Overall Score.
