3 Canada’s Service to Business Vision Governments in Canada are aligned in service transformation agenda All responding to the same business drivers – Red Tape reduction – Budget pressures – Citizen expectations All seeking similar outcomes – Facilitated access – Reduced complexity of compliance – Decreased costs – Increased efficiency

5 Strategies of Canadian Governments Across Canada, we see different projects, all variations on the theme: streamlining, simplifying, bundling, integrating and harmonizing programs and services across jurisdictions One key enabler is the Business Transformation Enablement Program (BTEP)

6 Task To raise awareness of the BTEP Toolkit and its value for government service transformation including service mapping Address the need for the common vocabulary and approach it provides so all levels of government can undertake collaborative alignment, analysis, and problem definition to come to a consensus about opportunities to streamline and harmonize now to improve services to common clients Promote its “down the road” benefits for enabling business transformation to be undertaken the same way Improved public sector coherence for citizens The possibility of greater interoperability and integration in the future if governments decide they want it

7 Communications Plan: Tools Simplify messaging, including a clear description of BTEP, its purpose and benefits Compile best practices Develop a marketing kit Develop ‘BTEP Light’ approach Clearinghouse for distribution of BTEP resources via ICCS – ICCS role evolves as “custodian” similar to CMT to help evolve the tools – To disseminate information about best software to use, practitioners, etc – To disseminate best practices across jurisdictions Develop approach for building a BTEP “repository” – To enable sharing and re-using designs for common services Advocate for and support building a Community of Practice in service mapping and business design – Build from the existing public sector players using BTEP Tools

8 Communications Plan: Tactics Engaging PSSDC-PSCIOC Joint Council – Provide members with materials to distribute through their networks Informing senior level government officials – Create support and buy-in with BTEP information sessions – Lac Carling presentation (May, 2005) Promoting BTEP to teams involved in service transformation projects within governments – EA Vision Conference (Ottawa, September, 2005) – Build toward a “Powered by Intel” or “Good Housekeeping” approach to drive up recognition that BTEP = Success Educate practitioners in public and private sectors

9 Early Communications Deliverables “What is BTEP?” – Definitional narrative piece to serve as the basis of messaging Two “Case Studies” drafted – Basis of compilation of best practices ICCS to provide BTEP “button” on Web site – ICCS-ISAC.ORG/

10 Communications Deliverables in Development “Storyboard” PowerPoint presentation – Main element of marketing kit, to be used to engage and motivate executives and potential practitioners – A synthesis of BTEP Practitioner’s Handbook – Clearly and graphically illustrates “how you do it” and “why you do it” – Includes testimonials – Emphasizes skill-building and re-usability – “Launch” at Lac Carling

11 Decisions Required Concurrence of PSSDC-PSCIOC with this approach and the proposed tools and tactics Evolve Working Group to act as intergovernmental steward of BTEP to encourage its take-up and use Expand membership? Working Group to develop “go forward” business plan
