3 Sector Planning Framework – Outline & Directions ADHC is implementing a major change to sector planning in New South Wales. It is working with local communities to improve and build support for people with a disability to access the services and supports they need, and to increase their participation and contribution as part of the local community. The Framework is the mechanism for ensuring that the Stronger Together 2 reforms are delivered at local and regional level. It will prepare us for an Individualised Funding Environment and the development of the National Disability Insurance Scheme

4 New Approach to Sector Planning

5 Framework Implementation Regional approach to sector planning. Identification of communities for local community planning in the first stage across the three LPAs (Northern Sydney, Nepean and Cumberland – Prospect) - Auburn - Penrith - Mt Druitt - Merrylands - Ryde The shift from a program and purchasing approach to a needs based approach will be transitional Offering better choice for people with a disability and their carers – not just relying on the ‘disability’ or ‘specialist’ systems Aligned with the work on person centred approaches and individual funding options. Community Care providers are a key part of the wider sector Engagement at local community level is fundamental to success

6 Key Underpinning Concepts Place based planning (Building Inclusive Communities – Auburn project) Whole of community approach Devolved decision making Collaboration and Partnership with the sector Flexible and needs based

7 Regional HACC Growth – Planning & Process Growth funding planning for 2012/13 has commenced Region has asked providers to assist with planning information regarding demand and supply / unmet need and priority areas Resource allocation will be prioritised and funding released to the sector once Minister has approved Timeframes – it is envisaged that funding will be from 1 January 2013 As yet we do not know how much funding will be allocated to the Metro North Region The name for the State HACC Program will not be called Community Care Services Program (CCSP)

8 CRITERIA FOR FUNDING An Organisation is currently funded by ADHC under the CCSP An organisation can only request growth funding if they are currently funded for that service type – at this point we are not expanding service provision outside of current parameters There is documented need for the age cohort We will continue to look at how an organisation is currently performing against their funding contract At this stage we have not been advised that there is any non recurrent funding available

9 FUTURE FUNDING It would be reasonable to assume that the direction of all future funding will be provided to meet a person’s need rather than just offering a service type The disability sector is moving towards individualised funding (2014) where people have a choice over what services they choose to have Within Community Care we will also be seeking to pilot funding packages possibly in the next round Again the Key Underpinning Concepts for individualised service delivery are: Whole of community approach Devolved decision making Collaboration and Partnership with the sector Flexible and needs based Where the person is at the centre of decision making
