Why employment programming? Child support is in a unique situation to address the potential negative consequences for children living apart from both parents. Many noncustodial parents have limited earnings and ability to pay child support (Garfinkel et al. 2009; Sorensen and Zibman 2001). In Colorado one-third of child support owed goes uncollected, approximately $11 million per month A new approach is needed. Employment First Conference September 4, 2015 Why Change? 2
