SEIS EAST what – thematic priorities 1.water particularly freshwater [i.a. groundwater?] Quantity vs. quality? Sea water is not top priority, but the Black See may be the nearest common 2.waste particularly household / municipal [perhaps also hazardous] 3.air primarily emissions and climate change [possibly air quality too] 4.other biodiversity / forests [timely in light of Nagoya], soil / agri-chemicals?..

SEIS EAST what – devil in the details define scope, indicators, classification [what is water?] link to national priorities and EU talks aim at tangible results [what system? for whom?] build on existing processes and obligations continue the work of JTF [indicators] etc. EEA come back with specific ideas and time plan …

SEIS EAST how – infrastructure Content first define indicators and meta-data, and derive technological needs from there, technology is not a bottleneck or / and need know-how, technologies, tested SEIS solutions? enough experience with failures in communication and exchange, poor QC and access to data, lack of sustainability… Training is clearly needed in methodology, monitoring, data processing, communication, IT etc. > look at both dimensions

SEIS EAST who [& when] - institutions Enhanced inter-institutional cooperation will be one of the main outcomes of the project MOUs / ' declarations of intent ’ with EU facilitation? Interagency working groups for SEIS? Agreements on international data exchange within SEIS project? Explore and look at countries’ experience External synergies / partnerships : EU Governance [waste, air, water], country instruments and special facilities [e.g. TAIEX], conventions, UNECE, OECD, WB, RECs, bilateral activities [Norway, Sweden etc.] Bring SEIS to the ministerial in Astana in 2011? And explore how SEIS can interact with Assessment of Assessments [e.g. SEIS to reuse national inputs]

SEIS EAST [who &] when – first-line actions Country visits with detailed discussions of project expectations, country needs and priority activities Work on few well-defined indicators [use the JTF], documenting [meta] -data and walking through the information chain [to data & monitoring], and towards common entry points for open access to SEIS information] Training! [reiterated]. Need to discuss and fine-tune to the needs of the countries / regions. SEIS cookbook…
