5 Background to CAADP Comprehensive Africa Agriculture Development Programme (CAADP)  A strategic framework agreed upon by African Heads of State to guide agricultural development on the continent  Objective: Commit 10% of national budgets to agriculture and attain average annual growth rate of 6%  Reduce poverty by 50% by 2015
