3 1.01 Leadership ECD2 Career Education Clubs of North Carolina (CECNC) Career and technical student organizations accomplish the following: –Promote self esteem –Develop leadership skills –Foster a respect for the dignity of work

4 1.01 Leadership ECD3 Basic Parliamentary Procedure Rise and address the chair for recognition. (Mr./ Madame chairperson) The chairperson then must acknowledge the person standing for recognition. Parliamentary Procedure: Set of rules for conducting an organized meeting.

5 1.01 Leadership ECD4 MOTION: A proposal When presenting a motion, any remarks need to be made before the motion is presented. There can be no discussion until a second is given. (Second is approval) Basic Parliamentary Procedure To AMEND the motion means to change it.

6 1.01 Leadership ECD5 The presiding officer states, “It has been moved and seconded that…” No other subject can be discussed until this one is resolved. Basic Parliamentary Procedure

7 1.01 Leadership ECD6 Presiding officer may ask if the group is ready to vote. A member may ask for the vote, or to close debate by calling for the “question”. This requires a second (to the motion), and a two-thirds majority vote for passage. Voting

8 1.01 Leadership ECD7 A vote may be taken: 1.By show of hands 2.Voice (“Aye” or Nay”) 3.Standing ( to be counted) 4.Secret ballot 5.Roll call 6.General consent: “If no one opposed, we will…” Tap the gavel once. Basic Parliamentary Procedure

9 1.01 Leadership ECD8 AYE and NAY Nay is a NO VOTE Aye is a YES VOTE. (Pronounce d like eye)

10 1.01 Leadership ECD9 Common Courtesies Wait for the speaker to yield the floor before rising to ask for recognition. ( Wait until the speaker is done before asking to speak)

11 1.01 Leadership ECD10 Common Courtesies 1.Do not interrupt a member who has the floor. 2.Officers on a platform and members should avoid conversation or moving while a person is speaking.

12 1.01 Leadership ECD11 Common Courtesies Discussion on a motion should be made before the entire assembly. A chairperson should avoid keeping an assembly waiting in order to complete preparations. (Be Prepared for the Meeting)

13 1.01 Leadership ECD12 Common Courtesies If you have to move around then do not move between the presiding officer and the person who has the floor.

14 1.01 Leadership ECD13 Common Courtesies Members should remain seated until the presiding officer announces the adjournment of a meeting. All remarks made from the floor should be addressed to the presiding officer instead of another member.

15 1.01 Leadership ECD14 adjourn To stop until a later, specified date. To suspend the meeting to another time or place. To move from one place to another: After the breakfast, we adjourned to the assembly.

16 1.01 Leadership ECD15 Fundamental Rights of a Member The right to receive notices of meetings, agendas, etc. The right to attend meetings. The right to initiate business by presenting motions, resolutions, etc.

19 1.01 Leadership ECD18 Basic Terms Amend- Change the wording of a motion, but not the meaning. Assembly- Gathering or group of persons for any purpose. Consensus- agreement in the judgment or opinion reached by a group as a whole Floor- Used to designate place from which members speak.

20 1.01 Leadership ECD19 Basic Terms Parliamentary procedure- Set of rules for conducting a meeting in an organized and efficient way. Question- A call from a member for a debate to end. Motion- Method of bringing a question before the assembly for consideration. Quorum-A majority of all members being present at a meeting.
