2 What were the major weaknesses of the Articles of Confederation?  Gave most power to the States  Weak central government  It only had one powerful branch of government – Legislative  National Congress did not have the power to tax; only states could tax

3 What were some of the powers the Confederation Congress did not have?  Could not pass taxes  Could not regulate interstate/foreign trade  Could not enforce laws  Could not draft soldiers  Could not control printing of money

4 What were the accomplishments of the Articles of Confederation Government?  Treaty of Paris of 1783  Kept our country together - unity  National Domain created  Land Ordinance of 1785  Northwest Ordinance of 1787

6 What were the provisions of the Northwest Ordinance?  With 5000 free males – became territory  With 60,000 free males – territory applies for statehood  States entered on equal footing with 13  No slavery north of Ohio River  Applied to all new states entering union

8 What was Shays’ Rebellion and why was this event so important?  Armed rebellion of farmers led by Daniel Shays to close the courts because their land was being taken away to pay Revo War debt taxes imposed by the state of Massachusetts.  After Shays’ Rebellion, George Washington decided he must attend the emergency meeting being called in Philadelphia.

9 What was the original purpose of the meeting called 1787?  To revise the Articles of Confederation

10 Why were the windows kept closed during the 4 hot and humid summer months?  The details of the meeting had to be kept secret until document was finished  Not one word was leaked to press
