7 Government Administration Information System (GAIS) To computerize the government Networked 24 ministries and 2 state secretariats Networked Phnom Penh municipality and all the 7 districts and 76 communes in Phnom Penh Key applications: o Electronic Approval System: to allow ministries to exchange document internally and externally, paperless office, fast & easy administrative affairs – electronic approval, electronic mail, online posting information, storing & managing documents o Real Estate Registration: to keep track real estate transaction including price & tax paid o Resident Registration: to keep track of resident, family composition & jobs for compulsory education for school age children & collecting income tax o Vehicle Registration: to keep track of vehicle ownership, tax paid & safety inspection o Presence of government on the World Wide Web: govt. national homepage provides information about govt., Cambodia, King, PM, Senate, National Assembly, govt. organizations, and other news E-Government Initiatives

9 E-Government Initiatives(cont.) PAIS/NII PAIS is an abbreviation for Provincial Administration Information System NII is an abbreviation for National Information Infrastructure PAIS/NII is a project to computerize the provincial government with three core applications, or a continuation of the GAIS Each province will be connected to the government central server. Document processing will be done electronically. Ten most populated provinces will be process online.

13 E-Government Service Strategies Cambodia Government has launched the e- Government Service Strategies in order to achieve objectives: Working environment based on ICT for government officials, Collaborative and integrated e-Government, Effective and sound investments on ICT project, and Methodical and disciplined ICT project management

14 The Government of Cambodia continues to expand the e-Government service program and base on the program, the following initiatives are introduced: Promotion of informatization of the work environment Informatization of common governmental business function Establishment of a common database and sharing system Establishment of a common service environment for e- government Establishment of standard guidelines for ICT project management E-Government Service Strategies
