Background After the Constitution was written in 1787, it had to be ratified (approved) by 9 of the 13 states. This led to a debate between two groups: Federalists and Anti-Federalists.

Federalists (Alexander Hamilton & James Madison Anti-Federalists (Patrick Henry & George Mason Against/Opposed the new Constitution Supported the new Constitution Believed we needed a strong national government to protect us Believed the Constitution created a federal government that was too strong- give more power to states The new Constitution would not allow tyranny because it separated the powers of government Feared the President would be too strong and use military to enforce laws No need to add a Bill of Rights (freedom of speech etc.) because powers of government are limited Wanted a Bill of Rights added to protect people from the government
