Step 1. Filter for high significance & high threat Generate list of ~20-40 assets. Threat analysis uses standard methodology and/or expert panel of community/scientists. Step 2. Pre-Assessment Checklist Use checklist to reduce the list of ~20-40 to ~10-20 for detailed analysis in step 3. The list may be modified/ influenced by: Balance Funder priorities Community demand Pre Assessment Checklist 1.Can you clearly identify the environmental or natural resource asset? 2.Will it be possible to define a goal for the asset that is specific, measurable and time- bound? 3.Is there evidence that management actions can make a real difference, sufficient to achieve a worthwhile goal for the asset? 4.If the desired works and on- ground actions are mainly on private land, is it likely that full adoption of those actions (over the required scale) would be reasonably attractive to fully informed land managers? 5.If the project requires changes by other organisations (e.g. local government, state gov’t departments) is there a good chance that this will occur? Step 3. Detailed assessment using PAF (Project Assessment Form) Apply PAF to selected short list, covering: Asset significance Threats Impacts of works Time lags Adoption of works Other organisations Risks Delivery mechanisms Costs, and more. Note: There are various reasons why assets may not be funded, including: They fail test of technical/ socio-economic feasibility. A specific, measurable, time- bound goal cannot be developed for them. Cost is too high. Lack of knowledge (e.g. about links between actions and outcomes) – consider further investigation. Step 1.
