Standards Development Proposal A Suite of Framework Standards FGDC Coordination Group October 2, 2001 John Moeller
2
High Level Goals and Objectives Building out NSDI Produce seamless, nationally consistent data Follow the principles of NSDI Objective for Today –Agree on or at least get closer to an Approach for getting Framework Standards done
3
How to Proceed? Effective Business Processes Standards Integration Financial Incentives
4
What has been Done? Framework Concept and Framework Handbook Framework Workshops Framework Demonstration Projects Framework Data Survey Formation of I-Teams –Effective & Efficient Bus. Process Financial Solutions Team –Builds Financial Business case for NSDI
5
What has been Done? Standards Status for Framework Themes –Cadastral - Data Content Endorsed –Geodetic Control - Reporting Methodology and Control Networks Endorsed –Digital Orthoimagery - Content Standard Endorsed –Elevation - Framework Land Elevation Public Review was completed –Transportation - Framework Transportation ID completed Public Review –Governmental Unit - Governmental Unit Boundary Data Content in Draft Stage –Hydrography - Hydrography Framework Data Content in Draft Stage
6
What’s Missing FGDC Content standards do not include consistent data modeling techniques Content standards do not represent Framework “core” content Data model will facilitate creation of exchange/encoding conventions Framework Standards need to be inclusive to represent non-federal requirements
7
What we Need: Framework Data Content Standards Standards that can be widely used –including a data model in a common modeling language to facilitate exchange of common data packages Collaborative, Concentrated, Coordinated Effort & Energy Goal for framework themes –Approved Framework standard in 12-15 months from start –Including reference model for standard implementation –Intersection of requirements
8
Standards & Interoperability System 1 System 3 System 2API export import API export import API Core Framework Encoding
9
Must have: Community Wide Participation FGDC States Counties Cities Regional Federal Tribal Private Sector Non Profits Academia and others
10
Proposal Elements Standard Development Manager Data Modeler Facilitator Out Reach
11
Standard Development Manager Stewardship for each theme Coordinate community data model solutions Ensure community participation Ensure theme expertise Provide management expertise Build upon current efforts within theme
12
Process Develop working draft –small core group of experts –“Straw man” to Stimulate discussion Community Review –NSGIC, State Councils, Industry, I-Teams, Federal Agencies and many others –Key evolutionary step –Perfect and Validate Consensus Building Consensus Becomes Subcommittee Draft Standard
13
Committee Draft Follows FGDC Standards Process Standards working group endorsement Coordination Group endorsement Public Review and Comment (90 day min) Panel reviews and adjudicates comments Approved by Standards Working Group Approved by Coordination Group Approved by Steering Committee
14
Outcome Seven unified framework standards that provide clear set of specifications for content and encoding for exchange Nationally accepted Framework Standards Ready to implement FGDC Endorsed Framework Standards Part of NSDI Procurement Language Reference Model for Federal Agencies
15
How Do We Get This Done?? Build on/accelerate existing work Pool community capability and resources –Contributed resources/people from other sectors – FGDC Staff resources –Lead Federal Agency support/resources Standard Development Manager –This is an opportunity to engage all sectors differently than before and enable the Standards to meet national needs –Who should it be ? Non-federal? Contractor? Federal Agency?
