Regional Variance DHS will implement the regional variance factors on a rolling basis as service agreements renew beginning January 1, 2016. The regional variance factors will be applied to the framework rate only. Because of banding, most recipient rates will not change significantly. Banding Original: 2014 & 2015 are 0.5% and 2016- 2018 are 1.0%. Change: 2016 to 0.5%. Change: add 2019 as a banded year with no increase or decrease. CMS approval needed and was part of the waiver amendment plan submitted by DHS. No banding changes without CMS approval.

Shared Staffing Developing Business Rules – Should lead agency have a primary contact for shared staffing discussions? – Who makes decisions about shared staffing levels in a home? – Are shared staffing levels based on licensed capacity or number of people in home? – When to make staffing level changes in RMS and service authorizations? – If some individuals work during the day, should they be responsible for shared staffing? – If one individual requires awake overnight staffing does everyone purchase awake overnight?

Other Updates Exceptions – The Improve Group is researching and should be reporting back in December. Non-Wage Cost Study - Truven Health Analytics will be doing the research. Most likely will include provide surveys. Legislation – DWRS Coalition is working on priorities.
