3 Vision and Objective What we want to achieve?  To transform Rural Citizen Experience leveraging technology, enablement and entrepreneurship Goals Immediate Define approach and framework for rural citizen experience transformation Analyse and identify 1 panchyat for pilot / show case implementation Develop detailed proposal for pilot implementation Long term: Create solution to enable transformation of rural citizen experience across holistic requirement. Forster partnership ecosystem to achieve requirements. Implement pilot as a TCS initiative in collaboration with state government. Plan sustainability of offering.

4 Strategic Inputs and Imperatives InputRationale & Imperatives Select pilot village in Gujarat Leverage strong relationships with Govt. of Gujarat. Context set during meeting with CM. Excellence in rural development in Gujarat. Scope for pilot implementation should be at the panchayat level Ensure that the programme is holistic and is able to touch on all important citizen needs and impact citizen experience along those needs – health, education etc. The model should be economically sustainable Maximize synergies with existing schemes and programmes Solutions should ideally have economically viable revenue models Explore strategies for innovative funding linked to strategic CSR initiatives (For e.g. Swatch Bharat) Citizen centric programme TCS solutions and interventions should be approached from the perspective of enhancing citizen experience in service consumption. Programme should be holistic Citizen experience transformation across all sectors Ecosystem of partners required to make programme holistic Focus of sectors where we are strong Leverage on existing domain experience and assets – optimize time and effort investments. Sectors identified – education, healthcare, citizen services, governance and agriculture.

Defined maturity modelWill help to: Assess ‘as is’ maturity of a village in terms of delivering transformative citizen experience Identify focus priority intervention areas Understand and map overall scope of work, milestones and timelines for specific projects. Finalization of panchyat to be proposed Develop panchayat transformation plans – solution interventions, implementation roadmap, timelines, budgets and partnership finalized.
