3 Highly Qualified Teachers (as defined by NCLB) Teacher must hold a bachelor’s degree Teacher must have full state certification Or Pass a rigorous state test in subject matter

4 NCLB’s Objectives for Professional Development Improve teachers’ knowledge of subjects Part of schools’ educational improvement plans Help them teach students to meet challenging standards Improve classroom management skills

5 Objectives continued High quality, sustained, intensive and classroom focused Support teacher recruitment, hiring, and training Connected to instructional practices based on scientifically based research

6 Scientifically Based Research (as defined by NCLB) Application of rigorous, systematic, and objective procedures to get reliable and valid knowledge Employment of rigorous data analysis to test the stated hypothesis Expectation that studies be replicable and have undergone peer review

7 Federal Expectations for Schools States must design assessments aligned with state standards for grades 3-8 School districts must document percentage of students being taught by teachers who are not highly qualified Schools must make adequate yearly progress (AYP) in student achievement

8 Title I: School Improvement School assessment and accountability Highly qualified teachers Teacher professional development for schools designated as in “improvement status” or “under corrective action”

9 Title I (continued) States’ reading and literacy partnerships can include higher education Funds to help teachers become highly qualified in reading instruction

10 Title II: Preparing, Training, and Recruiting High Quality Teachers & Principals State grants for professional development of teachers and principals Partnerships may be funded by state agencies for higher education Math and science grants for K-12 and university partnerships
