EuropeAid Seriousness of intents and ambition of the Structured Dialogue  The SD is part of the EC operational response for a more effective and inclusive partnership with Civil Society and Local Authorities.  Shared understanding that CSOs & LAs are development actors in their own right.  Active participation in development policies and programmes explicitly foreseen in EC various regulations (EDF, DCI, ENPI).  Neither a policy forum nor a negotiation arena, but its political & operational implications are evident and strategic  Encourage a methodological and systematic restructuring of EC working relations with CSOs/LAs, including on aid delivery mechanism. 4

Better define the roles and added-value of various categories of CSOs & LAs in cooperation 2. Better characterize the division of labour between stakeholders and complementarity in approaches & programmes Working Group 2: Complementarity and coherence within the AAA 3. Identify possible ways to adapt EC aid delivery mechanisms 4. Explore options to improve future EC initiatives Working Group 3: EC Aid Delivery mechanisms Three supporting initiatives WG1&2 conclusions (reformulated as funding needs) form the basis of WG3 debates
