Preparation of the Workplan Provisional Allocation provided in December 2009 as planning tool Planning process in 6 Steps to be implemented: – Distribution of staffing costs according to UR – Validation of URs – Development of Product and Services/Activities – Calculation of estimated planned costs – Review of financial feasibility – Peer Review at DO and HQ level

Problems in the workplanning Consolidation of URs across units/divisions difficult due to the provision of resources to URs at the beginning of the year to avoid loosing resources Difficulties in clearly mapping extrabudgetary resources
