Telecom Department 2002-02-08 TELECOMMUNICATIONSITRADIOPOST The Swedish ENUM report The Administration (PTS - Post- & telestyrelsen) was requested by the Government (Ministry of Industry, Employment and Communications) to make report on ENUM - it was published in April last year (the report is available on http://www.pts.se - main report in Swedish only) For the coming letter from the ITU (i.e. TSB Circular 26) the Government wanted some deeper information about ENUM and some idea of the consequences of an implementation with the involvment by the state The report say it is not yet possible to assess the consequences of an introduction of ENUM or whether the use would be a marketable success The report has been on a national consultation by the Government - ended 24 of August last year

Telecom Department 2002-02-08 TELECOMMUNICATIONSITRADIOPOST The Swedish ENUM report Why should the Member state/Administrations support one ENUM solution according to IETFs intentions (e.g. RFC 2916) if the market will be fragmented by many ”ENUM-like” functions? The Administration thinks that one domain name branch should be supported for ENUM - the one finally recommended by ITU in consensus with ISOC/IAB/IETF (presently.e164.arpa - the Golden tree) The procedures between MS/Administration and ITU TSB/RIPE NCC needs to be documented in an ITU-T Rec. - draft E.A-ENUM is the right way plus the Interim procedure The Administration gives 6 recommendations to the Government - wait for permanent introduction, but do national trial Government requested the Administration in December 2001 to go on with a national ENUM trial

Telecom Department 2002-02-08 TELECOMMUNICATIONSITRADIOPOST Result of the national consultation in Sweden ENUM stil not ”well-known” by the end-users/subscribers Most telecom players is positive for conducting a trial for ENUM Many administrative and operational issues must be worked with before the trial - and competition is important where it´s possible The choice of the TLD for ENUM should be the one that is recommended by ITU Operators dislike that there should be several ”ENUM-like” functions in Sweden - but it might be hard to avoid from the commercial forces Subscriber integrity and how to handle unlisted numbers are important to solve Different views on the Tier-2-role - the incumbent says the operator should have this role - others that it not ought to be so ENUM for 3G-networks- could be important but not yet clear

Telecom Department 2002-02-08 TELECOMMUNICATIONSITRADIOPOST ENUM Trial - Next step in Sweden National trial togheter with interested authorities and the telecom- and Internet players - Government request to the Administration First investigate the operators interest - sometimes practical hard work is avoided by some players - if no interest stop the trial Issuies in the trial - responsibilites for ENUM (delegation from ITU, ENUM domain name, servers etc.), personal integrity, NP, competition, handling of subscriber information, model for remuneration, need for regulations and how much the State should be involved in permanent ENUM DI, KKV, KV, IT-Företagen, IIS, NIC-SE, SOF, ITS, ITU-T, PTOs, ISPs, NeuStar, Validation, Netnod/Autonomica, Ericsson, HotSip, Cisco, VeriSign …. The Market have an opportunity with the trial, but the NRA might need to ”push” the market players forward - Report to the Government 31/7 2003

PTOs/ISPs - Report about continue the ENUM trial or not - check point in Government request ENUM2 - ENUM domain name and custumer process (Tier2- role etc.) - IIS (TLD Manager for.se) - BOK-doc. ENUM3 - Integrity issues - KV (Consumer Board) - Conditions for ENUM2 ENUM4 - Infrastructure and ITU TSB delegation (DNS, Tier 1 etc.) - Autonomica (DNS operator for.se) - BOK-doc.
