2 The Requirement  “A provider’s ability to drive VfM across its operations and asset base is one of the factors which we take into account in our assessment of the quality of its governance.” Regulating the Standards 2.39  “Boards are the custodians of social housing assets and the financial viability of the registered providers that hold those assets. The responsibility for managing risks, and specifically risks to social housing assets, lies with boards.” Code of Practice 29  “The regulator expects that a registered provider’s board will oversee the maintenance of these records and that they are readily reconcilable and regularly reconciled.” Code of Practice 31

3 Assets Data V1.0  Asset Management data is the core  The rest, collated from multiple sources in multiple formats  OK = R&M, PCM based, Good = Active Asset Management  Who ‘owns’ it operationally?  Accurate, up-to-date, “at short notice”? (when was your stock condition survey?)  A register – or a collated set? Data integrity?  Tested? Regularly reconciled?  “Such records would normally include, but are not limited to, treasury arrangements, key contracts, title information and any restrictions on that title (for example planning obligations, charitable or other restrictions), valuations, stock condition and lender covenants.” Code of Practice 32

4 Assets Data V1.1  What do you need to know? How quickly?  Intra-group risk?  Lifecycle cost – how much will cost to own?  What’s it for? Merger? Distress? Strategy?  How does this asset relate to the strategic objectives?  Return on assets – financial and social  When to churn  How much is it worth?  Could I sell it? How quickly? Who to? Whose permission would I need?

5 What next?  Those most likely to need a good A&L register in a hurry are probably those least likely to have one  Test it – test it hard  Test the Board – before an IDA  Assurance, assurance, assurance  A&L Registers V2.0 Data -> Information -> Knowledge  Technology – data capture…
