WP8– Governance Models Bernd Schirpke / Jurry de la Mar T-Systems - 03 July 2013 Bernd Schirpke - T-Systems 03/07/20131

WP Objectives To integrate existing e-Infrastructures with commercial cloud computing resources services into a seamless Science Cloud and to provide enforceable guidelines for the procurement and delivery of such cloud- based e-infrastructure services in an iterative relationship with WP7. To identify suitable governance structures for a public/private partnership potentially involving access to publicly-owned e-infrastructure. Specific goals Evaluation of approach to be adopted (central vs. de-central, top-down vs. bottom-up or combinations of these) Reflection of governance used in existing e-Infrastructures (GÉANT, EGI, PRACE) and whether integration is to be taken into account Investigation into issues of transnational enforceability Guidelines for distribution of responsibilities, rights, and rewards Procedures for dealing with conflict of interests Guidelines for implementation of checks and balances ensuring accountability, fairness, and transparency Bernd Schirpke - T-Systems03/07/20132

CNR activities for WP8 need more efforts: approximately 1 P/M more Proposal: Move part of "other direct costs" to "personnel costs" during the next reporting period, without impacting on the assigned budget WP8 legal issues are managed through internal resources It is too early for making a correct prevision on the real need of external consulting the possibility to avoid subcontracting the legal matters, moving the assigned budget to personnel costs, should be considered This possible solution will be accurately performed without having any impact on the project budget 7

Scientific/technical achievements and their impact Requirements and methodology to develop a governance model presented and discussed Outcomes and feedback considered to optimize the methodology Questionnaire for interviews with members of existing e-Infrastructure organizations drafted Pilot interviews scheduled Bernd Schirpke - T-Systems03/07/20138

Overall modifications, corrective actions, re-tuning of objectives A mature draft of the Report on Governance for integration of Commercial Cloud services with e-Infrastructures (D8.1) will be delivered and discussed at GA3 (in September, 2013). This will allow an intense discussion of the governance model and provide sufficient time for final adjustments before submission. Bernd Schirpke - T-Systems03/07/201310

Exploitation and use of foreground Draft Governance Model will be aligned with the definition of the Business Model (WP7) Alignment with development, integration and provisioning of cloud services and brokering platform (WP4) Key principles for Governance have been published and implemented, which supported the growth of members from initial 20 to currently 34 Bernd Schirpke - T-Systems03/07/201311
