Increased overlap with IPCC. –Harmonisation Pressure for more detailed inventories. –Increased need for guidance. Current Guidebook is useful (III stage review) –Improvements can be made.

Tier 2/3 methods and emission factors should be main focus. –Key source emissions require Tier 2. –Tier 2 emission factors used in calculation of Tier 1 emission factors. Fill (relatively few) gaps.

Methodological guidance. –How to estimate Tier 2 emission factors. –How to develop Tier 3 methods and emission factors. Scientific documentation of default emission factors and methods.

Combustion & Industry, Transport, Agriculture & Nature Panels Emission factor database Advantages of emission factor database: –Easier to update tables of emission factors. –Identification of gaps. –Easier error checking. Disadvantages: –Database needs restructuring when method changes. –Requires technical competence or user interface.

Combustion & Industry, Transport, Agriculture & Nature Panels Emission factor database Useful for storing Tier 1 and 2 emission factors. Essential that description of methodologies, activity data and emission factors are kept together. –as in IPCC Guidelines. Simple system is adequate.

Combustion & Industry, Transport, Agriculture & Nature Panels Future of Expert Panels 1.Expert Panels edit the sector chapters of Guidebook (‘business as usual’). 2.Revise Expert Panel procedures to reflect increased demands & resources (‘business nearly as usual’). 3.Contract out Guidebook editing (‘abolish sector Expert Panels’).
