European Topic Centre on Biological Diversity Webinar CDDA & Inspire 19 January 2016 Top 4: Details on designation type register and connection with CDDA
2
European Topic Centre on Biological Diversity CDDA table designations The complete list of designations is built from the annual CDDA deliveries and maintained by the countries (respective Eionet NRCs). List of designations is a list of unique designations in the country - Principles: designations are not deleted, if they are outdated they are simply not used The national designation types are classified according to three categories: Category A: Designation types used with the intention to protect fauna, flora, habitats and landscapes (the latter as far as relevant for fauna, flora and for habitat protection). Category B: Statutes under sectorial, particularly forestry, legislative and administrative acts providing an adequate protection relevant for fauna, flora and habitat conservation. Category C: Private statute providing durable protection for fauna, flora or habitats The table also contains statutes under sectorial, particularly forestry, legislative and administrative acts, many of them do not result in a specific list of sites, but they may be used as a designation within individual areas, identified under other legislation.

European Topic Centre on Biological Diversity Proposal to establish a register of designations, containing —all national designation types (such as “national parc” etc.) —international designations (such as “Ramsar” etc.) National designation types should be unique within a country Coordination at the national level is required (This is not new, but should be made more transparent for CDDA, Natura 2000 and Emerald data flows) The register can be maintained by the EEA in collaboration with specifically nominated persons for this work per country The role of this nominated person is to keep the entries in the register for a country up to date. This person might be the CDDA rapporteur or nominated another person (see also questionnaire) Towards an Inspire conform register of designations

This code is unique for national designation types in EUNIS. Unique code for the designation types Designation code should always be ISO2 character country code + 2 numbers starting with 00 (indicating designation type "No protection status" and ending with 99 indicating "Others") CategoryThe designation type category according to the codes (A, B or C) used in appendix D of the Natura 2000 Standard Data Form (Protection status categories in each Member State at national and regional level). The same designation type categories are also used by the Emerald network. OdesignateTitle in Original Language DesignateEnglish translation of the official title of the designation. decouple the detailed information on designation types (table Designations) from the CDDA data model use the INSPIRE concepts for more structured data o Legislation citation for Law and Lawreference and o Responsible Party for Agency information restructure data: o current data fit into minimum data required by the INSPIRE structured data specifications o small amount of added data into the structured form will increase the quality of data (provided with time) o completely reuse current list of designation types o connection between the CDDA reported data and register of designation types is kept via the designation type code (DESIG_ABBR) data exchange following INSPIRE specifications opportunity to improve the management and history of data in the register of national designation types Results from the EEA project CDDA & Inspire regarding the data on designation types
8
European Topic Centre on Biological Diversity Designations (designation types) will become a standalone code list (register) The register will be conform to Inspire This register will be used in three different data flows: CDDA, Natura2000 & Emerald The register will be managed outside the CDDA data flow and the content of the register (code list) will not be reported within the CDDA The CDDA rapporteur or nominated other person will keep the entries in the register for a country up to date The register could be ready to use in 2017 Summary of the proposed improvement for designation types
