Emergency Food & Shelter Program (EFSP) History The Emergency Food and Shelter Program (EFSP) is a Federal program administered by the U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) McKinney-Vento Homeless Assistance Act of 1987 (PL 100-77) “to supplement and expand ongoing efforts to provide shelter, food and supportive services” for hungry and homeless people across the nation.

Emergency Food & Shelter Program, Los Angeles County Local Board Operation 18 Member Local Board - convenes quarterly Sets policies and procedures Committee oversight – planning, allocation, rental assistance, food bank Determines fund distribution throughout Los Angeles County. Monitors LA County expenditures - ensure compliance with National EFSP guidelines

Phase 33 Timeline Made into public law on March 4, 2015 Funding has not been released at this time, however, we are proceeding with the RFP in the anticipation of the fund release Spending period – July 1, 2015 thru September 30, 2016 Phase 33 Information RFP opened January 21, 2016 RFP will close on February 25, 2016 5:00 pm Award letters dependent on funding release (Anticipated May 2016) RFP Schedule

FOOD CATEGORY Served Meals – mass feeding facilities to pay for the purchase of food items, items used to prepare and serve food, and other food- related items to assist in the mass feeding of clients. Other Food – agencies such as food pantries and food banks to pay for the purchase of food items, food vouchers and food gift cards to assist in the feeding of clients

SHELTER CATEGORY Mass Shelter – mass shelter providers (5 beds or more) to provide on-site housing to eligible clients. Other Shelter – agencies providing off-site emergency housing, such as lodging charges from a hotel or motel.

Rental Assistance Allows agencies to pay a one-month amount of rent or mortgage for qualifying clients.

Eligible Program Expenses

Ineligible Program Expenses Cash payments of any kind Payments made in any form other than LRO check and LRO credit card – no personal credit cards Advances or reimbursements to staff, volunteers, or clients for program purchases Deposits of any kind. Use of administrative funds Expenditures made outside jurisdiction's spending period 7/1/2015 – 9/30/2016 Payments made more than 90 days following the invoice or intake date No pre-payment for expenses or services not yet rendered or incurred Reserving or withholding funds in anticipation of a future need (e.g., holiday events, holiday baskets)

Criteria for Applying to EFSP Be nonprofit or an agency of government Not be debarred or suspended from receiving Federal funding Have a checking account Have an accounting system or fiscal agent approved by Local Board Have a Federal Employer Identification Number Have a Data Universal Number System Conduct an independent annual audit if receiving $50,000 or more in EFSP funds. Conduct an annual accountants review if receiving $25,000 to $49,999 in EFSP Funds Be providing services and using its other resources in the area in which they are seeking funding Practice nondiscrimination Have a voluntary board if private, or not-for-profit To the extend practicable involve homeless individuals and families, through employment, volunteer programs, etc. in providing emergency food and shelter services.

Request Amounts Funds are supplemental (may not exceed 50% of a program budget) New applicants limited to $10,000 request/category No new pilot or new programs Funds are not to be held or reserved for future use The Phase 33 cycle is 7/1/2015 – 9/30/2016. No extensions will be granted.

Scoring Process The RFP will be reviewed and scored by both internal and external reviewers. Notifications will be provided upon release of the Phase 33 funds from the National Board, we are anticipating May 2016
