4 U.S. Department of Agriculture eGovernment Program 4 Accomplishments We have achieved many milestones since kicking off the eGovernment program in October 2001  USDA eGovernment strategy  Agency tactical plans  Election of 12 “Smart Choice” eGovernment initiatives  Completion of pre-select level business cases for all 12 initiatives  Approval to move forward through the select phase by Deputy Secretary and EITIRB  Agreement and monetary contribution from every mission area to begin work on “enabling” initiatives  Integration of eGovernment reviews in to the investment review process  All initiatives in iTIPS for submission to OMB on the 16th of September  Advanced 13th initiative from NFC (ePayroll)  eGovernment Program has received a GREEN in the last two OMB scorecards OMB now refers other agencies to USDA as a model for developing an eGovernment program

5 U.S. Department of Agriculture eGovernment Program 5 Accomplishments We have learned several valuable lessons in achieving these accomplishments that will help us in the next stages of our program:  Our current and future success hinges on the ability to manage change, not technology  Working across agencies to create enterprise approaches to addressing common problems gives us several advantages Credibility, higher Return on Investment (ROI), ability to leverage existing investments  The value proposition to the agencies for utilizing enterprise solutions includes multiple tangible benefits Significant cost avoidance Sharing best practices  Collaboration on these eGovernment initiatives has led to further collaboration on other business initiatives between agencies  OMB is serious about stopping single-agency investments from moving forward if they conflict with enterprise initiatives  Tying our business case process to the budget process is a key success factor in moving forward

6 U.S. Department of Agriculture eGovernment Program 6 Where We Are Going Define 5 Year eGovernment Strategy Write Pre-Select Business Cases Write Select Level Business Cases / Implementation Planning PHASE IPHASE IIPHASE III Implementation of enabler and strategic initiatives PHASE IV Rollouts of initiatives Agency utilization of enabling capabilities PHASE V WE ARE HERE eGovernment Program Management Next week, we will kick off the select level business case phase. This phase will last until early December. X

7 U.S. Department of Agriculture eGovernment Program 7 Where We Are Going The business cases presume implementation in FY03’ and include requests for funding for FY04’.  “Select-level” business cases with supporting documentation will be completed for the following initiatives Strategic initiatives (Web-Based Supply Chain Management, Food Safety and Security Tools, Online Trade Assistance, eLoans, and eGrants) Enterprise deployment capability – (Formally separated as: Web Presence, Portal Services, Content Management, Information Management, Data Management) eAuthentication eLearning  Many of the studies performed for a select level business case are prerequisites to beginning implementation of any system or process  We must begin implementation planning Concept of enterprise services to be offered and how agencies will use these services Technical architecture Organizational structure, governance, communications, etc.

8 U.S. Department of Agriculture eGovernment Program 8 Where We Are Going Building on the success of the pre-select phase, we will continue to utilize cross-agency teams to complete the select-level phase  We have created a “key agency contact” role moving forward to streamline interaction between the eGovernment team and the agencies Responsible for coordinating use of agency resources among the business case teams Accept requests for resources with specific areas of expertise and negotiating time commitments Ensuring timely and quality delivery of information to the business case teams  Subject matter experts will lead efforts in to the select phase and will serve on an integrated steering committee Key Agency Contacts Business Resource(s) Technical Resource(s) Steering Committee eGovernment Team  Agency contacts will tap in to resources within their respective agencies to help towards completion of the business cases  Some original business case teams will continue forward in to the select phase. In this case, agency contacts will be notified of who those team members are.

9 U.S. Department of Agriculture eGovernment Program 9 Where We Are Going Separate teams will address each of these select level business cases:  Web-based Supply Chain Management  Food Safety and Security Tools  eLoans  eGrants  Online Trade Assistance  eAuthentication  eLearning The following business cases are being consolidated in to one select level business case:  Data Management  Information Management  Content Management  Web Presence  Portal Services Working through the agency contacts, the eGovernment team will work with appropriate resources (subject matter experts) from every agency to complete the consolidated select level business case

14 U.S. Department of Agriculture eGovernment Program 14 The success of USDA’s eGovernment program depends on our collective ability to address and adapt to organizational and cultural change  Ongoing representation and participation from all agencies in USDA is critical Agencies that have not been actively participating must “step up to the plate” Business cases will need input from every agency and staff office as they will have a direct impact on how they do business The program is bound to lose momentum if the right people are not involved at the right time  Continued commitment to the eGovernment effort Collaborative spirit Open to change Focus on the needs of the department – not specific agency needs Seek out learning opportunities that will benefit the enterprise Conclusion
